Expenses for passages of a Special Nature, not analagous
to the passages for which Quarterly Claim is, in future, to
be made on the <orgName ref="org:colonial_office">Colonial Office</orgName>, having been incurred by the
Naval Department, as shown on the other side, I am commanded
by My <orgName ref="org:admiralty">Lords Commissioners of the Admiralty</orgName> to <fw type="catchword" style="text-align: right;">request</fw><pb facs="co_60_05/co_60_05_00373v.jpg"/>request that
you will move the <persName ref="prs:newcastle">Duke of Newcastle</persName> to cause the amount Three
Thousand, Six Hundred and Forty three Pounds, Two Shillings
and Eight Pence to be repaid to the credit of Naval Services,
in the usual manner.

We shall have eventually to recommend payment to the
Treasury; but I would begin by asking the <orgName ref="org:admiralty">Admiralty</orgName>
whether the bulk of this party consists of Sappers
&amp; Miners. If the answer be in the affirmative, I
shall say in writing to <orgName ref="org:treasury">the Treasury</orgName> that it may be a
question for future consideration whether the expense
of conveying this force with their families should
be provided for next year on the Naval Estimate in
the same manner as the transport of other Troops
taken to the Colonies, or whether there is sufficient
reason for dealing with the case exceptionally and
providing for it in a distinct estimate. I should
add that since it has never heretofore been the custom
to provide on the Colonial Estimates for either the
pay or the conveyance of Troops, it can but have the
effect of throwing an erroneous light on the Estimate
for <placeName ref="plc:british_columbia">British Columbia</placeName> if that Colony alone be treated
differently in this respect from all the other Colonies of the Empire.
