Pennell, on the Admiralty's behalf, requests that the Colonial Office repay Three Thousand, Six Hundred and Forty three Pounds, Two Shillings and Eight Pence…to the credit of Naval Services, for Expenses for passages of a Special Nature, that is, the cost of transporting passengers to British Columbia. Elliot minutes that it may be a question for future consideration whether the expense of conveying this force with their families should be provided for next year on the Naval Estimate in the same manner as the transport of other Troops taken to the Colonies.

Expenses for passages of a Special Nature, not analagous to the passages for which Quarterly Claim is, in future, to be made on the Colonial Office, having been incurred by the Naval Department, as shown on the other side, I am commanded by My Lords Commissioners of the Admiralty to requestrequest that you will move the Duke of Newcastle to cause the amount Three Thousand, Six Hundred and Forty three Pounds, Two Shillings and Eight Pence to be repaid to the credit of Naval Services, in the usual manner.

We shall have eventually to recommend payment to the Treasury; but I would begin by asking the Admiralty whether the bulk of this party consists of Sappers & Miners. If the answer be in the affirmative, I shall say in writing to the Treasury that it may be a question for future consideration whether the expense of conveying this force with their families should be provided for next year on the Naval Estimate in the same manner as the transport of other Troops taken to the Colonies, or whether there is sufficient reason for dealing with the case exceptionally and providing for it in a distinct estimate. I should add that since it has never heretofore been the custom to provide on the Colonial Estimates for either the pay or the conveyance of Troops, it can but have the effect of throwing an erroneous light on the Estimate for British Columbia if that Colony alone be treated differently in this respect from all the other Colonies of the Empire. Merivale to G.A. Hamilton, Treasury, 10 September 1859, advising that a claim from the Admiralty had been received for the repayment of £3642.28 for the passages of Royal Engineers and a chaplain and his wife.
Merivale to Hamilton, 22 March 1860, pointing out that there was no precedent for charging against a particular colony the expense of conveying troops to it.
The only object of this draft is to remind the Treasury of an opinion expressed in a former letter, and to let them know distinctly that we are not providing for this item in the present Colonial Estimates. TFE 19/7
