<p><persName ref="prs:hammond">Hammond</persName> requests <persName ref="prs:lytton_egeb">Lytton</persName>’s approval on a draft proposing that the government request continued access to the <placeName ref="plc:columbia_river">Columbia River</placeName> below the 49th parallel in exchange for <q>commercial concessions.</q></p>

<p>The minutes express <q>concurrence.</q></p>

<p>Enclosed is a draft reply from <persName ref="prs:merivale_h">Merivale</persName> to <persName ref="prs:hammond">Hammond</persName>, <date when="1859-02-05">5 February 1859</date>, expressing <persName ref="prs:lytton_egeb">Lytton</persName>’s concurrence with the draft to be forwarded by <persName ref="prs:napier">Napier</persName>; and <persName ref="prs:malmesbury">Malmesbury</persName> to <persName ref="prs:napier">Napier</persName>, regarding British navigation rights on the <placeName ref="plc:columbia_river">Columbia River</placeName> after the expiration of the Hudson’s Bay Company charter.</p>

With reference to the Letters from the <orgName ref="org:colonial_office">Colonial Office</orgName>
of the <date when="1858-10-12">12<hi style="vertical-align: super; font-size: 80%;">th</hi> of October</date> and <date when="1858-12-23">23<hi style="vertical-align: super; font-size: 80%;">rd</hi> of December last</date>,
relative to the right of Navigation of the <placeName ref="plc:columbia_river">Columbia River</placeName>
below the 49<hi style="vertical-align: super; font-size: 80%;">th</hi> Parallel, after the expiration of the
exclusive rights of the <orgName ref="org:hbc">Hudson's Bay Company</orgName>, I am directed
by <persName ref="prs:malmesbury">The Earl of Malmesbury</persName> to transmit to you, to be laid
before Secretary <persName ref="prs:lytton_egeb">Sir Edward Bulwer Lytton</persName>, the Draft of
a Despatch which His Lordship <fw type="catchword" style="text-align: right;">proposes</fw><pb facs="co_60_05/co_60_05_00426v.jpg"/>proposes to address to <persName ref="prs:napier">Lord
Napier</persName> in reply to his Despatch on this subject, No. 190
of the <date when="1859-07-30">30<hi style="vertical-align: super; font-size: 80%;">th</hi> of July last</date>, a Copy of which was enclosed
in my Letter to you of the <date when="1859-08-18">18<hi style="vertical-align: super; font-size: 80%;">th</hi> of August last</date>; and I
am to request that you will move <persName ref="prs:lytton_egeb">Sir Edward Bulwer Lytton</persName> to
acquaint <persName ref="prs:malmesbury">Lord Malmesbury</persName> whether he concurs in the Draft.
