<p><persName ref="prs:hawes_b">Hawes</persName> reports that the stores for the Royal Engineers destroyed in the <name ref="vsl:briseis" type="vessel">Briseis</name> fire will be replaced.</p>

<p>The minutes enquire as to whether or not the <orgName ref="org:war_office">War Office</orgName> insured these stores. If they had not the CO will be obligated to resubmit their order <q>at [their] own charges.</q></p>

<p>Included in this document is a draft from <persName ref="prs:merivale_h">Merivale</persName> to Under-Secretary, <orgName ref="org:war_office">War Office</orgName>, <date when="1859-03-04">4 March 1859</date>, asking that <persName ref="prs:lytton_egeb">Lytton</persName> be informed whether the stores aboard the <name ref="vsl:briseis" type="vessel">Briseis</name> were insured; and a draft from <persName ref="prs:merivale_h">Merivale</persName> to Under-Secretary, <orgName ref="org:war_office">War Office</orgName>, <date when="1859-01-15">15 January 1859</date>, requesting a detailed account of all War Department expenses for the Royal Engineers.</p>

In consequence of the loss by fire of the "<name ref="vsl:briseis" type="vessel">Briseis</name>" bound
to <placeName ref="plc:british_columbia">British Columbia</placeName> with Stores for the Royal Engineer Detachment
employed in that Colony, an application has been received from
the Quarter Master General to replace them—and I am directed by
<persName ref="prs:peel_j">Secretary Major General Peel</persName> to state that directions will be
given to that effect if approved of by <persName ref="prs:lytton_egeb">Sir E.B. Lytton</persName>.

This is most serious not alone as to the expense of
renewing the supplies, if it <choice><abbr>sh<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>should</expan></choice> so be determined, but as to
the delay to the Engineers in receiving the stores. I was
informed that only "Houses" had been sent in the "<name ref="vsl:briseis" type="vessel">Briseis</name>."
On applying at the <orgName ref="org:war_office">War Office</orgName> for a List I find,
however, that Articles of the most necessary description
were sent in her. These are <pb facs="co_60_06/co_60_06_00255r.jpg"/>all lost. But what
surprizes me most is if <persName ref="prs:talbot_c">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Talbot</persName> is right, that a
public Dep<hi style="vertical-align: super; font-size: 80%;">t</hi>, when employing a Vessel not belonging to
the <choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">t</hi></abbr><expan>Government</expan></choice>, should not insure. I suppose there are
good reasons against insuring: but they are not apparent
at first sight.
</ab>
<p>
It might be well to ask the <orgName ref="org:war_office">War Office</orgName> officially,
if they insured these stores. If they have not so done I
fear we have no alternative except to renew the order at our
own charges, omitting however the Houses—for the Engineers
will have constructed some for themselves long before the
fresh supply can reach them.
