<p><persName ref="prs:lugard">Lugard</persName> transmits a copy of an <orgName ref="org:admiralty">Admiralty</orgName> letter on <q>the Party of Royal Marines who had been despatched from China</q> to <placeName ref="plc:british_columbia">British Columbia</placeName>, noting <persName ref="prs:peel_j">Peel</persName>'s puzzlement as to why the detachment was sent. <persName ref="prs:blackwood_aj">Blackwood</persName>'s lengthy minute relates the reasons for the detachment's deployment, and <persName ref="prs:douglas_j">Douglas</persName>'s use of them at <placeName ref="plc:new_westminster">New Westminster</placeName>. <persName ref="prs:blackwood_aj">Blackwood</persName> is <q>of opinion that we want the marines less in <placeName ref="plc:british_columbia">B. Columbia</placeName> than we do nearer home,</q> subject to <q>unfavorable accounts from the Colony.</q></p></abstract><correspDesc>

I am directed by the Secretary of State for War to transmit
to you, for the information of <persName ref="prs:lytton_egeb">Sir Edward Bulwer Lytton</persName>, the
enclosed copy of a letter from the <orgName ref="org:admiralty">Admiralty</orgName>, in reference to
the detention in <placeName ref="plc:british_columbia">British Columbia</placeName> of the Party of Royal Marines
who had been despatched from China to that Colony.
</p>
<p><persName ref="prs:peel_j">Major General Peel</persName> is not aware of the circumstances under
which this Detachment was sent to <placeName ref="plc:british_columbia">British Columbia</placeName>, but he presumes
that instructions were given <pb facs="co_60_06/co_60_06_00283v.jpg"/>before it had been decided to station a
Military Force in that Colony. He therefore proposes to inform the
<orgName ref="org:admiralty">Lords Commissioners of the Admiralty</orgName> that arrangements have some
time since been made of the nature which they suggest for the
performance of the Military duties in <placeName ref="plc:british_columbia">British Columbia</placeName> by the
regular Troops, and that the Secretary of State for War is aware of
no reason for the detention of the Royal Marines.

Soon after the establishment of this Colony this Office
pressed most strongly upon the <orgName ref="org:admiralty">Admiralty</orgName> the importance, &amp;
necessity, of strengthening the naval force off <placeName ref="plc:british_columbia">B. Columbia</placeName>,
and of sending as many marines as possible—who, if the
emergency required it—c<hi style="vertical-align: super; font-size: 80%;">d</hi> be employed on shore as well
at sea. You will notice <persName ref="prs:lytton_egeb">Sir E. Lytton</persName>'s earnest <pb facs="co_60_06/co_60_06_00284r.jpg"/>views in his
private Letter to <persName ref="prs:pakington">Sir John Pakington</persName> of the <date when="1859-08-20">20 August</date>.
In consequence the "<name ref="vsl:tribune" type="vessel">Tribune</name>" was ordered from China with
as many Supernumerary Marines as she c<hi style="vertical-align: super; font-size: 80%;">d</hi> carry, and the Rear
Admiral on that Station c<hi style="vertical-align: super; font-size: 80%;">d</hi> spare: and she duly arrived
at <placeName ref="plc:vancouver_island">V. Couver's Island</placeName> on the <date when="1859-02-13">13<hi style="vertical-align: super; font-size: 80%;">th</hi> Feb<hi style="vertical-align: super; font-size: 80%;">y</hi></date>.
Gun Boats were also ordered; but I have not heard of their having
reached the Colony. The object of the Marines was that they
should assist in keeping good order in the Colony; but this
Office has not given the Governor any instructions that he was
to land them. He has, however, done so, as reported in his
despatch of the <date when="1859-04-11">11<hi style="vertical-align: super; font-size: 80%;">th</hi> April</date>, &amp; has sent them up to
<placeName ref="plc:new_westminster">Queensboro</placeName>, or as it is now called "<placeName ref="plc:new_westminster">New Westminster</placeName>," saying
that he <choice><abbr>w<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>would</expan></choice> report hereafter more fully as to his reasons
for that step. And I presume, he will ac<choice><abbr>c<hi style="vertical-align: super; font-size: 80%;">y</hi></abbr><expan>company</expan></choice> shortly do
so. But we can scarcely wait the Governor's report before
we ans<hi style="vertical-align: super; font-size: 80%;">r</hi> the <orgName ref="org:war_office">War Office</orgName> definitively. My own impression
is that in view of the numerous ships which are now being
put in Commission, &amp; the demand made upon the <orgName ref="org:admiralty">Admiralty</orgName> for
the complement of Marines required for each vessel—in view
of the fact <pb facs="co_60_06/co_60_06_00284v.jpg"/>of the remarkable quiet &amp; order which has
prevailed, &amp; I hope does still prevail in this new gold
producing Colony, and remembering that we have 150 Royal
Engineers in the Colony, besides Justices of the Peace,
&amp; an Inspector of Police (who was to have organized a
police force but has not done so) ready to come forward on
disturbances arising, I am of opinion that we want the
marines less in <placeName ref="plc:british_columbia">B. Columbia</placeName> than we do nearer home; &amp; that
the <orgName ref="org:admiralty">Admiralty</orgName> ought to be informed that though it is
impossible to dispense with some Naval force off the Colony,
which <choice><abbr>w<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>would</expan></choice> necessarily have its usual strength of Marines
on board, we shall be ready to instruct the Governor not to
employ those Marines on land service, unless it be absolutely
indispensable, and that the present force of Marines may be
diminished if the <orgName ref="org:admiralty">Admiralty</orgName> wish it, &amp; subject to the non
receipt of unfavorable accounts from the Colony.
