<p><persName ref="prs:fraser_d">Fraser</persName> presents <persName ref="prs:lytton_egeb">Lytton</persName> with two memorials thanking the <orgName ref="org:colonial_office">Colonial Office</orgName> for their appointment of <persName ref="prs:douglas_j">Douglas</persName> as Governor of <placeName ref="plc:vancouver_island">Vancouver Island</placeName> and <placeName ref="plc:british_columbia">British Columbia</placeName>. The first memorial is from the property owners of <placeName ref="plc:vancouver_island">Vancouver Island</placeName> and the second from <q>residents and Miners of <placeName ref="plc:hope">Fort Hope</placeName> &amp; <placeName ref="plc:yale">Fort Yale</placeName> &amp; neighbourhood.</q></p>

<p>The minutes debate publishing the memorials and doubt <persName ref="prs:fraser_d">Fraser</persName>’s <q>authority</q> on the matter. The Office <q>puts by</q> with <q>satisfaction.</q></p>

<p>Enclosed are the two memorials <persName ref="prs:fraser_d">Fraser</persName> describes.</p>

I beg leave to enclose a Memorial, addressed to you, by <fw type="catchword" style="text-align: right;">one</fw><pb facs="co_60_06/co_60_06_00503v.jpg"/>one
hundred and nine of the Property Owners, Householders and Residents
of <placeName ref="plc:vancouver_island">Vancouver's Island</placeName>: expressing their gratification at <persName ref="prs:douglas_j">Mr Douglas</persName>
having been continued in his office of Governor of this Colony, and
of his having been appointed Governor of <placeName ref="plc:british_columbia">British Columbia</placeName>:
congratulating You on Your judicious choice of <persName ref="prs:douglas_j">Mr Douglas</persName> to these
important offices, on public grounds, on account of his peculiar
qualifications for office—particularly his influence over <name type="ip" subtype="group">the
Indians</name> and for other reasons set forth in the Memorial.
</p>

I would state that the Memorial is signed by most of the landed
proprietors of <placeName ref="plc:vancouver_island">the Island</placeName> and by a majority of it's older residents
whose experience enabled them to form a just estimate of <persName ref="prs:douglas_j">Mr Douglas</persName>'
qualifications.
</p>
<p>
A Committee of the Memorialists deputed me to forward their
Memorial.
</p>
<p>
I also beg to enclose a Memorial of two hundred and forty nine
residents of the Colony of <placeName ref="plc:british_columbia">British Columbia</placeName> addressed to You upon the
same subject, expressing their approval of and satisfaction <fw type="catchword" style="text-align: right;">at</fw><pb facs="co_60_06/co_60_06_00504v.jpg"/>at <persName ref="prs:douglas_j">Mr
Douglas</persName>' Appointment as their Governor, for reasons set forth at
large in the Memorial.
</p>
<p>
This Memorial was brought to me to <placeName ref="plc:victoria">Victoria</placeName> by a Miner of the
name of <persName ref="prs:snyder_h">Snyder</persName>, an American Citizen, from <placeName ref="plc:san_francisco">San Francisco</placeName>, whom I met
at <placeName ref="plc:yale">Fort Yale</placeName> in <date when="1858-09">September last</date>, who requested me, on behalf of the
Memorialists, to forward it with the enclosed Letter from himself to
You.
</p>
<p>
<persName ref="prs:snyder_h">Mr Snyder</persName> informed me that the Memorialists are residents and
Miners of <placeName ref="plc:hope">Fort Hope</placeName> &amp; <placeName ref="plc:yale">Fort Yale</placeName> &amp; neighbourhood.
