<p><persName ref="prs:carnarvon">Carnarvon</persName> approves of <persName ref="prs:douglas_j">Douglas</persName>’s choice <q>on the banks of the <placeName ref="plc:fraser_river">Fraser River</placeName> for the Capital and Sea port of <placeName ref="plc:british_columbia">British Columbia</placeName>,</q> noting the steps <q>taken to survey and subdivide the site into building lots for sale.</q> <persName ref="prs:carnarvon">Carnarvon</persName> forwards <orgName ref="org:admiralty">Admiralty</orgName> remarks that a <q>pilot vessel</q> be stationed <q>at the entrance of the River,</q> and to select <q>a port in the northern portion of the Colony.</q></p>

I have to acknowledge the receipt of your despatches N<hi style="vertical-align: super; font-size: 80%;">o</hi> 9 of the
<date when="1858-11-03">3<hi style="vertical-align: super; font-size: 80%;">d</hi> of November last</date>, and
N<hi style="vertical-align: super; font-size: 80%;">o</hi> 92 of the <date when="1859-02-04">4<hi style="vertical-align: super; font-size: 80%;">th</hi> of February</date>, reporting the
site which you had selected on the banks of the <placeName ref="plc:fraser_river">Fraser River</placeName> for the
Capital and Sea port of <placeName ref="plc:british_columbia">British Columbia</placeName>.

I am glad to perceive that
both <persName ref="prs:moody_rc">Colonel Moody</persName> and yourself agree in opinion that the locality you
have described is the one best adapted for the purpose. It appears to
have been judiciously selected, and I have to approve the steps you have
taken to survey and subdivide the site into building lots for sale.

I communicated your<!--<pb facs="co_398_01/co_398_01_00150r.jpg"/>--> despatch to the Lords Commissioners of the
<orgName ref="org:admiralty">Admiralty</orgName> and the Secretary of State for War, and I transmit to you, for
your<fw type="catchword" style="text-align: right;">information</fw><pb facs="rg7_g8c_08/rg7_g8c_08_00058r.jpg"/> information, the Copies of the letters which I have received from
those departments in answer. I have to call your attention to the
remarks offered by the <orgName ref="org:admiralty">Lords Commissioners of the Admiralty</orgName> with regard
to the necessity for stationing a pilot vessel at the entrance of the
River, and to the selection of a port in the northern portion of the
Colony.
