I send you an Act passed in the recent Session of Parliament
<milestone unit="section" rend=".ind on"/> to make further provision for the regulation of the Trade with
<name type="ip" subtype="group">the Indians</name>, and for the administration of Justice in the North Western
Territories of America.

<p>
This Act applies as<pb facs="rg7_g8c_08/rg7_g8c_08_00120v.jpg"/><!--<pb facs="co_398_01/co_398_01_00164r.jpg"/>--> you will perceive to the territories over which
the <orgName ref="org:hbc">Hudsons Bay Company</orgName> recently enjoyed a license of Trade: excluding
both the Charter territories, and also <placeName ref="plc:british_columbia">British Columbia</placeName>. It has been
considered necessary by Her Majesty's Government and by Parliament that
provisions to this effect should be made in order to enable the Crown to
take measures for establishing order in the administration of the
executive, and in the conduct of trade, in those vast regions, in case<fw type="catchword" style="text-align: right;">any</fw><pb facs="rg7_g8c_08/rg7_g8c_08_00121r.jpg"/>
any urgent reason for doing so should arise.
</p>
<p>
But Her Majesty's Government have not any immediate intention of
advising Her Majesty to exercise the powers given her<!--<pb facs="co_398_01/co_398_01_00164v.jpg"/>--> by this Act.
</p>
<p>
I should however be glad to receive from you, at your convenience a
report as to the persons whom you may consider eligible for Magistrates
in these North Western Territories, with which your long service under
the <orgName ref="org:hbc">Hudson's Bay Company</orgName> has made you to some extent<fw type="catchword" style="text-align: right;">familiar</fw><pb facs="rg7_g8c_08/rg7_g8c_08_00121v.jpg"/> familiar: and also
as to any regulations for the conduct of <name type="ip" subtype="group">the Indian Trade</name><!-- LILS this is an adjective not a group --> which your
experience may lead you to consider advisable.
