is unwilling to commit to permanently increasing <persName ref="prs:douglas_j">Douglas</persName>'s salary, it is willing to authorize a one time payment of £1200
<q>in reimbursement of the expense he has been compelled to incur during the <date when="1859">last year</date>, in maintaining his position as Governor.</q>

With reference to your Letter of the <date when="1860-01-24">24<hi style="vertical-align: super; font-size: 80%;">th</hi> Ultimo</date>,
upon the subject of the inadequacy of the present salary of
the Governor of <placeName ref="plc:british_columbia">British Columbia</placeName>, and <placeName ref="plc:vancouver_island">Vancouver's Island</placeName>,
and recommending that an allowance of £1200 should be made
to him in reimbursement of the expense he has been compelled
to incur during the last year, in maintaining his position
as Governor of

those Colonies; I am directed by the <orgName ref="org:treasury">Lords
Commissioners of Her Majesty's Treasury</orgName>, to acquaint you,
for the information of the <persName ref="prs:newcastle">Duke of Newcastle</persName>, that They are
of opinion that, in the present uncertain state of the
Finances of <placeName ref="plc:british_columbia">British Columbia</placeName>, it would be unadvisable, and
probably difficult, to fix a permanent amount for the
Salary of the Governor of that Colony and <placeName ref="plc:vancouver_island">Vancouver's Island</placeName>.
</p>
<p>
Under the circumstances stated in the correspondence
enclosed in your Letter, Their Lordships will not object to
<persName ref="prs:douglas_j">Governor Douglas</persName> being authorized to appropriate the sum of
<fw type="catchword" style="text-align: right;">£1200</fw>

£1200 out of the Revenues of <placeName ref="plc:british_columbia">British Columbia</placeName>, as an
Allowance for the year ending the <date when="1860-12-31">31<hi style="vertical-align: super; font-size: 80%;">st</hi> December</date>, leaving
the question of the amount of his salary, for the future,
to be hereafter considered, with reference to the
circumstances of the Colony and the cost of living.
