"<hi style="text-decoration: underline;">Duplicates</hi>" of two letters I have recently addressed to

I know not to what cause it is owing but it is, I have understood,
not the less a fact that <persName ref="prs:douglas_j">Governor Douglas</persName> consults the Commissioner
of Lands &amp; Works as little as he can. The laying out of a Town, &amp;
specially in the vicinity of the American frontier, is exclusively a
service which should be performed by <persName ref="prs:moody_rc">Col<hi style="vertical-align: super; font-size: 80%;">l</hi> Moody</persName> &amp; his Staff.

<p>
If these Letters of <persName ref="prs:moody_rc">Colonel Moody</persName>'s

are not forwarded to the
<choice><abbr>Se<choice><abbr>c<hi style="vertical-align: super; font-size: 80%;">y</hi></abbr><expan>company</expan></choice></abbr><expan>Secretary</expan></choice> of State by the Governor we ought, I think, at least, to
ack<hi style="vertical-align: super; font-size: 80%;">e</hi> their receipt through that Authority.

The Secretary of State takes for granted that he will shortly receive
copies of these letters thru' you with such observations as you may
think necessary in explanation of them.

I am however to point out that <persName ref="prs:moody_rc">Col<hi style="vertical-align: super; font-size: 80%;">l</hi> Moody</persName> having been sent
out from England as Comm<hi style="vertical-align: super; font-size: 80%;">r</hi> of Lands and Works any steps which
would withdraw these subjects from his effectual superintendence would
defeat the whole object of his appointment. You must clearly
understand that while on the one hand H.M.G. will always be ready to
maintain the just auth<hi style="vertical-align: super; font-size: 80%;">y</hi> of the <choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">r</hi></abbr><expan>Governor</expan></choice> in relation to subordinate
officers, they are distinctly of opinion that the business of every
department (except on grounds almost amounting to a case of necessity)
<choice><abbr>sh<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>should</expan></choice> be transacted by the head of that department; who cannot be
held responsible for the proper discharge of the duties committed to
him if material parts of these duties are taken out of their hands.
(It is generally better that the <choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">r</hi></abbr><expan>Governor</expan></choice> <choice><abbr>sh<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>should</expan></choice> even arrest or reserve
his proceedings, if they are injudicious, than that

he <choice><abbr>sh<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>should</expan></choice> be
anticipated by any other authority in the exercise of his function.)

<p>
You will understand that in expressing this opinion the <choice><abbr>Se<choice><abbr>c<hi style="vertical-align: super; font-size: 80%;">y</hi></abbr><expan>company</expan></choice></abbr><expan>Secretary</expan></choice>
of State does not in any degree prejudge any question at issue
bet<hi style="vertical-align: super; font-size: 80%;">n</hi> yourself and <persName ref="prs:moody_rc">Col Moody</persName>—if such there are—But he is desirous
that you <choice><abbr>sh<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>should</expan></choice> be fully aware of the principles on which H.M.G.
consider that the <choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">t</hi></abbr><expan>Government</expan></choice> of a Colony <choice><abbr>sh<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>should</expan></choice> , in these respects be
carried on.

administration <choice><abbr>w<hi style="vertical-align: super; font-size: 80%;">h</hi></abbr><expan>which</expan></choice> I have ventured to lay down rather broadly. Perhaps
the sentence bet<hi style="vertical-align: super; font-size: 80%;">n</hi> brackets m<hi style="vertical-align: super; font-size: 80%;">t</hi> be better omitted. The distance
of <placeName ref="plc:british_columbia">B.C.</placeName> renders it rather necessary to send out even with<hi style="vertical-align: super; font-size: 80%;">t</hi> any
precise information, such warnings as may arrest any mischief of <choice><abbr>w<hi style="vertical-align: super; font-size: 80%;">h</hi></abbr><expan>which</expan></choice>
we may have reason to suspect the existence.
