<persName ref="prs:douglas_j">Douglas</persName> advises <persName ref="prs:newcastle">Newcastle</persName> that he has appointed <persName ref="prs:bushby">Bushby</persName>
<q>Registrar General</q>, as authorized by the <q>Land Registry Act 1861.</q> The minutes show the
<orgName ref="org:colonial_office">Colonial Office</orgName> is concerned about <persName ref="prs:bushby">Bushby</persName>'s salary, his relationship
with <persName ref="prs:douglas_j">Douglas</persName>, and his letter of recommendation. However, <persName ref="prs:newcastle">Newcastle</persName> writes that
he is <q>unwilling to refuse in this case without specific ground for doing so.</q>

With reference to my Despatch No. 61 of the <date when="1861-10-21">21<hi style="vertical-align: super; font-size: 80%;">st</hi> instant</date>
transmitting for Her Majesty's approval the "Land Registry Act
<date when="1861">1861</date>," I have the honor to acquaint Your Grace that I have
appointed <persName ref="prs:bushby">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Arthur T. Bushby</persName><fw type="catchword" style="text-align: right;">to</fw><pb facs="co_60_11/co_60_11_00109v.jpg"/> to be Registrar General, under that Act.
</p>
<p>
2. <persName ref="prs:bushby">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Bushby</persName> on his arrival in the Colony in <date when="1858">1858</date> brought
letters of introduction from the <orgName ref="org:colonial_office">Colonial Office</orgName>, and has since
the beginning of <date when="1859">1859</date>, held the Office of Registrar of the Supreme Court
of <placeName ref="plc:british_columbia">British Columbia</placeName>, in which capacity he has given every satisfaction.

<persName ref="prs:rogers_f">Sir F. Rogers</persName> has spoken to me about these papers, which
require some further steps before they can be finally disposed of.
</ab>
<p>
The Governor has sent home an act for the registry of titles
of land. This act has been considered in the usual way and reported
on both by the Land Board and by <persName ref="prs:rogers_f">Sir F. Rogers</persName>, and found
unobjectionable. A Draft therefore has been adopted for its
confirmation.
</p>
<p>
But then the Governor says that<fw type="catchword" style="text-align: right;">the</fw><pb facs="co_60_11/co_60_11_00111v.jpg"/> the measure will require a Registrar,
to be paid by a salary of £500 a year, and he recommends <persName ref="prs:bushby">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Bushby</persName>
for the Office. Before we write to the Governor we must take the
<persName ref="prs:newcastle">Duke of Newcastle</persName>'s pleasure whether he assents to the selection of <persName ref="prs:bushby">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Bushby</persName> and we must obtain the concurrence of <orgName ref="org:treasury">the Treasury</orgName> in
the salary of £500.
</p>
<p>
<persName ref="prs:bushby">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Bushby</persName> it seems went out in <date when="1858">1858</date> with a letter of recommendation, but we have searched<fw type="catchword" style="text-align: right;">and</fw><pb facs="co_60_11/co_60_11_00112r.jpg"/> and cannot find any record of the particulars. <persName ref="prs:douglas_j">Gov. Douglas</persName> however reports that <persName ref="prs:bushby">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Bushby</persName>
has since the beginning of <date when="1859">1859</date> held the Office of Registrar of the
Supreme Court, and that in it he has given every satisfaction.
</p>
<p>
As to the salary I annex a Draft asking the requisite Treasury
sanction.
