We have the honor to enclose a certificate to the effect that Colonel R.C. Moody, R.E. was in the performance of his duties as Chief Commissioner of Lands and Works for British Columbia on the 17th October last; and request that you will be good enough to direct the usual authority to be issued to the Paymaster General to pay us that officers Salary for September quarter.
