<q>[open] up the Postal Service via Canada to <placeName ref="plc:british_columbia">British Columbia</placeName>.</q> The minutes reflect the
<orgName ref="org:colonial_office">Colonial Office</orgName>'s distrust of <persName ref="prs:sleigh">Sleigh</persName> and his plan. <persName ref="prs:newcastle">Newcastle</persName>
writes that <q>in such hands as this project seems to be it would be worse than useless to give it any encouragement.</q>

I have the honor to request you will submit to His Grace The
Secretary of State for the Colonies<!-- mjm --> the following proposition with
reference to opening up the Postal Service via Canada to <placeName ref="plc:british_columbia">British Columbia</placeName>.
</p>
<p>
This Company will undertake forthwith to organize a Pony Express
from the <placeName ref="plc:red_river_settlement">Red River Settlement</placeName> to <placeName ref="plc:lytton">Lytton</placeName> in <placeName ref="plc:british_columbia">British Columbia</placeName> and
thence to <placeName ref="plc:vancouver_island">Vancouvers Island</placeName> by Steamer. The time of transit for
letter to and from Great Britain and <placeName ref="plc:british_columbia">British Columbia</placeName> to occupy
25 days. The Company will erect Stations at every 25 Miles on the
land route, put on an efficient Staff of Post boys and an ample
Stud of Horses.
</p>
<p>
Her Majesty's Government to undertake upon receipt from any
duly delegated Authority<pb facs="co_60_14/co_60_14_00093v.jpg"/> of the Government, of a certificate,
stating that the Stations, Horses &amp;c are on The Spot, and in
readiness for the Postal Service, to grant to The Company
£[blank] per week for a Mail from Great Britain to <placeName ref="plc:british_columbia">British Columbia</placeName>. Such Sum not to be paid unless the Post Master
General of <placeName ref="plc:british_columbia">British Columbia</placeName> certifies to the due performance
of each Weekly Contract.
</p>
<p>
This Company is ready to send out in its Chartered Steamer the
"United Kingdom" to sail from <placeName ref="plc:glasgow">Glasgow</placeName> on the <date when="1862-05-31">31<hi style="vertical-align: super; font-size: 80%;">st</hi> of May Inst.</date>
Stabling for this Service—The Company will purchase the necessary
Stud of Horses, forthwith, and employ the necessary
number of Post Boys and be in readiness to carry a Mail from England
on the <date when="1862-07-01">1<hi style="vertical-align: super; font-size: 80%;">st</hi> July</date>, if the above offer is accepted by Her Majesty's
Government.
</p>
<p>
The Service will be conducted from<pb facs="co_60_14/co_60_14_00094r.jpg"/> England by the usual Mail
Steamers to Canada and thence per Rail to S<hi style="vertical-align: super; font-size: 80%;">t</hi> Paul's and per
Steamer &amp;c to <placeName ref="plc:red_river_settlement">Red River Settlement</placeName>, from thence per Pony Express to
<placeName ref="plc:lytton">Lytton</placeName> and from thence per Steamer to <placeName ref="plc:vancouver_island">Vancouver's Island</placeName>.
