<persName ref="prs:peel_f">Peel</persName> writes <persName ref="prs:rogers_f">Rogers</persName> on behalf of the <orgName ref="org:treasury">Treasury</orgName> to inform
<persName ref="prs:newcastle">Newcastle</persName> that the <orgName ref="org:treasury">Treasury</orgName>, while it does not approve of the actions taken by
<q>the Gentlemen of the Assay <choice><abbr>D<hi style="vertical-align: super; font-size: 80%;">t</hi></abbr><expan>Department</expan></choice> at
<placeName ref="plc:new_westminster">New Westminster</placeName> in <placeName ref="plc:british_columbia">British Columbia</placeName>,</q> or their request for increased pay,
will leave it to <persName ref="prs:douglas_j">Douglas</persName> to decide how to proceed. The <orgName ref="org:treasury">Treasury</orgName> expresses concern
about the cost of operating the assay office, which it describes as a <q>failure,</q> and asks for a report reviewing the office's operations and future prospects.

I am directed by The Lords Commissioners of Her Majesty's
Treasury to acquaint you, for the information of The <persName ref="prs:newcastle">Duke of
Newcastle</persName>, that They observe with regret the tone exhibited by
the Gentlemen of the Assay <choice><abbr>D<hi style="vertical-align: super; font-size: 80%;">t</hi></abbr><expan>Department</expan></choice> at
<placeName ref="plc:new_westminster">New Westminster</placeName> in <placeName ref="plc:british_columbia">British Columbia</placeName>, in the correspondence enclosed in the Despatch
of the<fw type="catchword" style="text-align: right;">Governor</fw><pb facs="co_60_14/co_60_14_00297v.jpg"/> Governor of that Colony, which accompanied <persName ref="prs:elliot_tf">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Elliot</persName>'s
letter of the <date when="1862-11-22">22<hi style="vertical-align: super; font-size: 80%;">nd</hi> Ultimo</date>, particularly as it will be seen
by the observations of The Master of the Mint in his letter of
the <date when="1862-10-03">3 Inst</date>, copy of which is forwarded herewith, that the terms
of their engagement do not support their right to any increase of
Salary beyond what they have already received.
</p>
<p>
My Lords would have been<pb facs="co_60_14/co_60_14_00298r.jpg"/> disposed to have expressed, in the
strongest terms, Their sense of the impropriety of the course
taken and the language used by these Gentlemen, and which, as
stated in <persName ref="prs:douglas_j">Governor Douglas</persName>' letter of <date when="1862-07-28">28 July</date>, appeared to bear very much the complexion of an attempt upon their part to coerce
the Government into a compliance with their demands at a moment
when they believed their services to be indispensable.<fw type="catchword" style="text-align: right;">Such</fw><pb facs="co_60_14/co_60_14_00298v.jpg"/> Such a
course and language on the part of any Servants of Her Majesty
would not, under ordinary circumstances, be tolerated in the
Public Service.
</p>
<p>
Having regard, however, to the inexperience of these Gentlemen,
and to the fact that their aid has been ultimately given to the
Mintage operations, My Lords will leave to <persName ref="prs:douglas_j">Governor<fw type="catchword" style="text-align: right;">Douglas</fw><pb facs="co_60_14/co_60_14_00299r.jpg"/> Douglas</persName> the
decision as to the propriety of complying with <persName ref="prs:gosset_wd">Captain Gossett</persName>'s
recommendations for an increase of Salary to the several Members
of the Assay Department in consideration of the additional
Duties now devolving on them.
</p>
<p>
Their Lordships think it right to re-call the attention of the
Secretary of State to the former correspondence on the subject of
the establishment of a Mint in <placeName ref="plc:british_columbia">British<fw type="catchword" style="text-align: right;">British</fw><pb facs="co_60_14/co_60_14_00299v.jpg"/> Columbia</placeName>, and more
particularly to the grounds upon which My Lords were pleased to
waive the objections which They entertained to the establishment
of an Assay and Refinery Department, under Government Control,
instead of leaving such work to private enterprise.
</p>
<p>
The grounds upon which My Lords came to the conclusion that this
might be permitted<pb facs="co_60_14/co_60_14_00300r.jpg"/> under the circumstances were:
<milestone unit="section" rend=".ind on"/>
</p>
<p>
1<hi style="vertical-align: super; font-size: 80%;">st</hi> That no private Establishment would command the
confidence of the Miners.
</p>
<p>
2<hi style="vertical-align: super; font-size: 80%;">nd</hi> That the Government Offices would very soon become self
supporting.
<milestone unit="section" rend=".ind off"/>
</p>
<p>
It now appears that the Public has not to any great extent
availed itself of the Government <orgName ref="org:assay_office">Assay Office</orgName>, and, consequently,
so far from its being self-supporting<fw type="catchword" style="text-align: right;">that</fw><pb facs="co_60_14/co_60_14_00300v.jpg"/> that a loss of upwards of
£6000 has already accrued.
</p>
<p>
There is no information contained in the Papers before this
Board as to what has led to a result so different from what was
anticipated, and Their Lordships request that a Return may be
furnished showing what amount of Work has been performed in the
<orgName ref="org:assay_office">Assay Office</orgName>, month by month, since it came into<fw type="catchword" style="text-align: right;">full</fw><pb facs="co_60_14/co_60_14_00301r.jpg"/> full operation,
the actual current cost of the Office up to the latest period, and
the receipts, accompanied by explanations of the causes which
have led to the apparent failure of the project, and the views
of the Governor with regard to its prospects for the future.
</p>
<p>
My Lords would also be glad to have the Governor's opinion
as to retaining the office at <placeName ref="plc:new_westminster">New Westminster</placeName> or removing<fw type="catchword" style="text-align: right;">it</fw><pb facs="co_60_14/co_60_14_00301v.jpg"/> it to <placeName ref="plc:victoria">Victoria</placeName>.
</p>

<orgName ref="org:treasury">The Treasury</orgName> consider that Offices of a Mint or Assay
Establishment in a Crown Colony are under their control.
And if so they must have the deciding voice in matters
relating to their own Establishment.

I presume that copies of these papers <choice><abbr>sh<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>should</expan></choice> be sent to
<persName ref="prs:douglas_j">Gov. D.</persName> for his inf<hi style="vertical-align: super; font-size: 80%;">n</hi> &amp; guidance.
</p>
<p>
It is perfectly true that amongst other considerations
we were induced to urge the establish<hi style="vertical-align: super; font-size: 80%;">t</hi> of an
<orgName ref="org:assay_office">Assay Office</orgName> in <placeName ref="plc:british_columbia">B.C.</placeName> on<pb facs="co_60_14/co_60_14_00302r.jpg"/> the strong representations
of <persName ref="prs:gosset_wd">Cap<hi style="vertical-align: super; font-size: 80%;">n</hi> Gosset</persName>, the Treasurer, that after the first
year the concern would be self supporting. The reverse
has been the fact. As <persName ref="prs:gosset_wd">Cap<hi style="vertical-align: super; font-size: 80%;">n</hi> G.</persName> is now in England he
might be able to furnish some explanations.
</p>
