We have the honor to transmit a certificate showing that Colonel R.C. Moody, R.E., Chief Commr of Works, British Columbia, was alive on 2nd January last and to request that the usual authority may be issued to the Paymaster General, for the payment of that officer's salary, December quarter 1861.
