I have the honor to enclose for the information of the Secretary of State copies of a correspondence between the Governor of B.C. and myself respecting a Provisional appointment to the office of Treasurer in the Colony during Captain Gosset's absence in England on Leave of absence.

I was anxious to aid His Excellency as far as I could and hence offered suggestions. I now venture on the liberty of recording the matter as I trust Captain Luard having been named it may possibly prove of service to him some future day.

My Department (Military and Civil) is already crippled for want of officers and if with the daily increasing duties and heavy responsibilities this officer in particular be removed it will be rendered altogether inefficient and material injury to the Public Service with extra expenditure will unavoidably follow.

Moody to Young, 29 July 1862, advising that it was "altogether impracticable" to release Luard for civil duty, and offering to "submit the names of at least four gentlemen in the Colony qualified for the office."
Young to Moody, 30 July 1862, regretting that Luard would not be available, and accepting Moody's offer of assistance in finding a replacement for Gosset.
