With reference to <persName ref="prs:elliot_tf">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Elliot</persName>'s letter of the <date when="1863-06-20">20 June
last</date> and ours of the <date when="1863-07-03">3<hi style="vertical-align: super; font-size: 80%;">rd</hi> ultimo</date>, we beg to state that we
are still unable to obtain payment from the Paymaster General
of <orgName ref="org:treasury">the Treasury</orgName> Warrant for <persName ref="prs:moody_rc">Colonel Moody</persName>'s salary, as Chief
Commissioner in <placeName ref="plc:british_columbia">British Columbia</placeName>, owing to the absence of
your department's certificate, for which we applied in the
above mentioned and two previous letters.
</p>
<p>
We enclose another Certificate of <persName ref="prs:moody_rc">Colonel Moody</persName>'s existence,
dated <date when="1863-07-01">1<hi style="vertical-align: super; font-size: 80%;">st</hi> July</date>, and beg that the authority may be given
for the issue of that Officer's salary, <date from="1863-04-01" to="1863-06-30">June quarter</date>, and that
the required certificate may be furnished to ourselves.

The former letters from <orgName ref="org:cox_co">Cox &amp; C<hi style="vertical-align: super; font-size: 80%;">o</hi></orgName> I believe are with you. The
Certificate which they ask for I understood from <orgName ref="org:treasury">the Treasury</orgName>
to be unnecessary as the Paymaster General had been authorized
to pay <persName ref="prs:moody_rc">Col. Moody</persName>'s salary for <date from="1863-01-01" to="1863-03-31">the March quarter</date> to them. With
this<pb facs="co_60_17/co_60_17_00422r.jpg"/> explanation of the delay forward to them the certificate—and
also one for the <date from="1863-04-01" to="1863-06-30">June quarter</date>—and request <orgName ref="org:treasury">the Treasury</orgName> to
authorize the Paymaster General to issue <persName ref="prs:moody_rc">Col: Moody</persName>'s salary
for that quarter. We might take this opportunity of asking
<orgName ref="org:treasury">the Treasury</orgName> how it is that when the Paymaster <choice><abbr>Gen<hi style="vertical-align: super; font-size: 80%;">l</hi></abbr><expan>General</expan></choice> has been
authorized to issue the Salary he still requires a certificate
from this office.
