<p><persName ref="prs:douglas_j">Douglas</persName> sends <q>a Return of the Customs Receipts at <placeName ref="plc:new_westminster">New Westminster</placeName></q> for first quarter <date when="1863">1863</date> and <date when="1864">1864</date> showing an increase in returns. <persName ref="prs:douglas_j">Douglas</persName> also reports that <placeName ref="plc:british_columbia">British Columbia</placeName> <q>enjoys peace and tranquility</q> and that he will take his <q>final leave</q> of the colony on <date when="1864-04-13">13 April 1864</date>.</p>

I have the honor to forward for Your Grace's information
a Return of the Customs Receipts at <placeName ref="plc:new_westminster">New Westminster</placeName> for the
three months ending <date when="1864-03-31">31<hi style="vertical-align: super; font-size: 80%;">st</hi> March 1864</date>, accompanied by a similar<fw type="catchword" style="text-align: right;">return</fw><pb facs="co_60_18/co_60_18_00158v.jpg"/>
return for the first three Months of <date when="1863">1863</date>—shewing an increase
on the quarter of about 34 per Cent as compared with the first
quarter of <date when="1863">1863</date>.
</p>
<p>
2. The same return also shows an increase of 29 per cent
in the number of passengers who have entered at New Westminster
during the quarter.
</p>
<p>
3. A second return which is also forwarded<fw type="catchword" style="text-align: right;">contains</fw><pb facs="co_60_18/co_60_18_00159r.jpg"/> contains a
statement of Road Tolls collected at <placeName ref="plc:yale">Yale</placeName>, <placeName ref="plc:douglas">Douglas</placeName> and <placeName ref="plc:hope">Hope</placeName>
in the years <date when="1862">1862</date> and <date when="1863">1863</date>, and a comparative statement of
the respective March quarters of <date when="1863">1863</date> and <date when="1864">1864</date> shewing
an increase of 89 per cent in favor of <date when="1864">1864</date>.
</p>
<p>
4. The full returns of Road Tolls collected at <placeName ref="plc:lytton">Lytton</placeName>
and <placeName ref="plc:lillooet">Lillooet</placeName> made up to the quarter have not yet come to hand;<fw type="catchword" style="text-align: right;">but</fw><pb facs="co_60_18/co_60_18_00159v.jpg"/>
but as far as reported in the weekly statements, there appears to be a
great increase of Revenue at those places.
</p>
<p>
5. The latest intelligence from the Mines report further
discoveries of highly auriferous ground on <placeName ref="plc:williams_creek">Williams Creek</placeName> and
its Tributary Streams. The area of the Gold region is thus
continually extending and effective machinery for sinking and
drainage is<fw type="catchword" style="text-align: right;">being</fw><pb facs="co_60_18/co_60_18_00160r.jpg"/> being introduced, giving to mining operations an
unusual character of permanence and stability.
</p>
<p>
6. The last report of the Gold Commissioner for Carribou
East dated the <date when="1864-03-27">27<hi style="vertical-align: super; font-size: 80%;">th</hi></date> states that "the new Mining Laws have
afforded universal satisfaction"

that "good substantial and
in some cases expensive buildings are being constructed at
'<placeName ref="plc:barkerville">Barkerville</placeName>' '<placeName ref="plc:camerontown">Camerontown</placeName>'<fw type="catchword" style="text-align: right;">and</fw><pb facs="co_60_18/co_60_18_00160v.jpg"/> and '<placeName ref="plc:marysville">Marysville</placeName>,' and that a small
town is also in progress of erection at <persName ref="prs:gulch_a">M<hi style="vertical-align: super; font-size: 80%;">c</hi>Arthurs Gulch</persName>."
The same report also states "that the Bank of <placeName ref="plc:british_columbia">British Columbia</placeName>
is about establishing a branch office at <placeName ref="plc:quesnel">Quesnel</placeName> Mouth."
</p>
<p>
7. I have further the satisfaction to inform Your Grace
that the Colony enjoys peace and tranquility, and exhibits,
in other respects,<fw type="catchword" style="text-align: right;">many</fw><pb facs="co_60_18/co_60_18_00161r.jpg"/> many indications of growing prosperity.
</p>
<p>
8. I propose taking my final leave of the Colony on the
<date when="1864-04-13">13<hi style="vertical-align: super; font-size: 80%;">th</hi> Instant</date>, and every preparation will be made for the
proper reception of my Successor.
