<p><persName ref="prs:seymour_f">Seymour</persName> reports that he has received <persName ref="prs:newcastle">Newcastle</persName>’s instructions regarding <persName ref="prs:houghton">Captain Houghton</persName>’s complaints over <q>alteration of the privileges in the acquisition of land accorded to Naval and Military Officers in <placeName ref="plc:british_columbia">British Columbia</placeName>.</q> <persName ref="prs:seymour_f">Seymour</persName> has laid before the Legislative Council an ordinance exempting <q>any officer who can shew that he left the Army or Navy with the intention of Settling in this Colony.</q> He also assures <persName ref="prs:newcastle">Newcastle</persName> that <persName ref="prs:houghton">Houghton</persName> <q>has been informed of the passage of the Act in relief of himself and others similarly Situated.</q></p>

I have had the honor to receive Your Grace's despatch
N<hi style="vertical-align: super; font-size: 80%;">o</hi> 3 of the <date when="1864-02-29">29<hi style="vertical-align: super; font-size: 80%;">th</hi> of February 1864</date> calling my attention
to the hardship to which <persName ref="prs:houghton">Captain Houghton</persName>, late of Her
Majesty's Army,<fw type="catchword" style="text-align: right;">has</fw><pb facs="co_60_18/co_60_18_00245v.jpg"/> has been subjected by an unexpected
alteration of the privileges in the acquisition of land
accorded to Naval and Military Officers in <placeName ref="plc:british_columbia">British Columbia</placeName>.
</p>
<p>
2. In obedience to Your Grace's commands I laid before
the Legislative Council an Ordinance exempting from the
operation of Sir <persName ref="prs:douglas_j">James Douglas</persName>' proclamation<fw type="catchword" style="text-align: right;">N<hi style="vertical-align: super; font-size: 80%;">o</hi> 2</fw><pb facs="co_60_18/co_60_18_00246r.jpg"/> N<hi style="vertical-align: super; font-size: 80%;">o</hi> 2 of
<date when="1863">1863</date> any officer who can shew that he left the Army or Navy
with the intention of Settling in this Colony previously
to the Horse Guards Circular of the <date when="1863-08-31">31<hi style="vertical-align: super; font-size: 80%;">st</hi> August 1863</date>
and who is prepared to depose that he was not aware at
the time of leaving the Army of the alteration in the
privileges allowed to Officers. The bill laid<fw type="catchword" style="text-align: right;">before</fw><pb facs="co_60_18/co_60_18_00246v.jpg"/> before the
Council by me has now become law. As the public faith of the
Colony is to a certain extent involved in this matter I
send at once two copies of the Ordinance just passed, in
advance of those which will be accompanied by a formal report.

3. <persName ref="prs:houghton">Captain Houghton</persName> has been informed of<fw type="catchword" style="text-align: right;">the</fw><pb facs="co_60_18/co_60_18_00247r.jpg"/> the passage
of the Act in relief of himself and others similarly Situated.
