<p style="font-style: italic;">This document contains mentions of Indigenous Peoples. <p><persName ref="prs:seymour_f">Seymour</persName> reports on a meeting with <soCalled>Fraser River Indians</soCalled> on <persName ref="prs:queen_victoria">Queen Victoria</persName>’s birthday. About 3500 people attended the meeting. <persName ref="prs:seymour_f">Seymour</persName> also submits an address signed by 55 Stó:lō chiefs to the <persName ref="prs:queen_victoria">Queen</persName> as well as his address to the delegation.</p>

On the departure of <persName ref="prs:douglas_j">Sir James Douglas</persName>, who had been known
by <name type="ip" subtype="group">the Indians</name> as a great Chief, the principal Authority in this
territory, for upwards of forty years, an impression was allowed
to arise among them that their protector was withdrawn and would
have no successor. The <name type="ip" subtype="group"><placeName ref="plc:fraser_river">Fraser River</placeName> Indians</name> uttered many
lamentations over their<fw type="catchword" style="text-align: right;">deserted</fw><pb facs="co_60_19/co_60_19_00096v.jpg"/> deserted condition, and it became desirable
for me to make myself known to <name type="ip" subtype="group">the natives</name> and show them that I had
succeeded to all the power of my predecessor and to his solicitude
for their welfare. With this object I invited the Catholic priests
and others to bring in all <name type="ip" subtype="group">the Indians</name> who were willing to come
to <placeName ref="plc:new_westminster">New Westminster</placeName> and meet me on the Queen's birthday.
</p>
<p>
2. About three thousand five hundred attended the Summons.
They came by water, and the priests marshalled the procession
of canoes, which formed an extremely striking scene as they
rounded<fw type="catchword" style="text-align: right;">a</fw><pb facs="co_60_19/co_60_19_00097r.jpg"/> a point of the <placeName ref="plc:fraser_river">Fraser</placeName> and approached my house. The
<name type="ip" subtype="group">Indians sang a Catholic hymn</name> until they passed under my windows,
when they cheered vociferously. They landed at the site selected
for a Public Park, where luncheon was provided at the expense of
the Government. I joined them in the afternoon when the enclosed
addresses were exchanged between <name type="ip" subtype="group">the Chiefs</name> and myself.
</p>
<p>
3. The day was observed as a holiday by all, and passed off
with perfect tranquillity. For the following week the shops<fw type="catchword" style="text-align: right;">in</fw><pb facs="co_60_19/co_60_19_00097v.jpg"/> in
<placeName ref="plc:new_westminster">New Westminster</placeName> were constantly filled with eager purchasers, and
then <name type="ip" subtype="group">the Indians</name> began to return home, their canoes loaded with
goods. On my recent tour in the interior <name type="ip" subtype="group">the Chiefs</name> who had spent
Her Majesty's birth day at <placeName ref="plc:new_westminster">New Westminster</placeName> everywhere came
forward to give me a respectful and friendly welcome. I am now
as well known on the Valley of the <placeName ref="plc:fraser_river">Fraser</placeName> and the <placeName ref="plc:thompson_river">Thompson</placeName> as
my predecessor—No white man better in the <placeName ref="plc:bella_coola">Bella Coola</placeName> and
<name type="ip" subtype="group"><!--SAL 19-05-03 might be better as a place tag-->Chilicoten</name> Country.
</p>
<p>
4. <name type="ip" subtype="group">The Native gathering</name>, probably the largest ever seen on this
side of the <placeName ref="plc:rocky_mountains">Rocky Mountains</placeName> was the<fw type="catchword" style="text-align: right;">more</fw><pb facs="co_60_19/co_60_19_00098r.jpg"/> more interesting and important
from the fact that all were then excited by the recent intelligence
of the terrible massacre of our Countrymen at <placeName ref="plc:bute_inlet">Bute Inlet</placeName>, and
vague rumours were in circulation of a general insurrection of
<name type="ip" subtype="group">the Indians</name> being imminent. But the aspect and behaviour of the
thousands who came to <placeName ref="plc:new_westminster">New Westminster</placeName> was reassuring, and I may
mention that on the day after the celebration, when the Theatre
at the Camp was burnt down, <name type="ip" subtype="group">the Indians</name> proved their good will
towards the Government by bringing out from Town and<fw type="catchword" style="text-align: right;">working</fw><pb facs="co_60_19/co_60_19_00098v.jpg"/> working,
one of the fire Engines gratuitously. As <name type="ip" subtype="group">the Natives</name> returned
home they seldom failed to give farewell cheers as they passed my house.
</p>
<p>
5. I regret that unavoidable circumstances growing out of
other and very different transactions with <name type="ip" subtype="group">the Indians</name>, prevented
my earlier forwarding the enclosed speeches, which show good
feeling to exist, in this neighbourhood, at least, between <name type="ip" subtype="group">the
Natives</name> and the immigrants.
</p>
