I have had the honor to receive your despatch No. 17 of
the <date when="1864-06-21">21<hi style="vertical-align: super; font-size: 80%;">st</hi> of June</date> directing me to furnish certain explanations
which the <orgName ref="org:treasury">Lords Commissoners of Her Majesty's Treasury</orgName> require
to enable their Lordships to judge whether the Revenue of <date when="1864">1864</date>
is properly disposed of [in] the Ordinance No. 3 of this year.
</p>
<p>
2. In obedience to Your<fw type="catchword" style="text-align: right;">commands</fw><pb facs="co_60_19/co_60_19_00112v.jpg"/> commands I have now the honor to
forward the Colonial Estimates for <date when="1864">1864</date> prepared in the forms
A and B. I enclose also a copy of the speech with which my
Predecessor opened the Legislative Session.
</p>
<p>
3. The Appropriation Ordinance was passed before my arrival
in this Colony.

These Estimates were required by <orgName ref="org:treasury">the Treasury</orgName> to enable
them to consider the Appropriation Ordinance N. 3 of 64.
The Returns shew an estimated Revenue of £126,000, &amp; an
Expenditure of £146,303. The latter includes the Sum of
£10704 under the head of "Home <choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">t</hi></abbr><expan>Government</expan></choice> Amount" being the
cost of the Barracks, while the estimated Revenue is exclusive
of the proceeds of the loan of £100,000, not yet raised.
</ab>
<p>
On the subject of the Barracks we are expecting a Report from
the <choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">r</hi></abbr><expan>Governor</expan></choice>. Send copy of Desp: with the enclosures to <orgName ref="org:treasury">the Treasury</orgName>?
