I trust that I may be permitted, with reference to my
despatch No. 37 of the <date when="1864-09-09">9<hi style="vertical-align: super; font-size: 80%;">th</hi> instant</date>, stating how we have
dealt with the insurrection of <name type="ip" subtype="group">the Chilicoten Indians</name>, to
forward copy of a proclamation issued by the Governor of
Colorado Territory under somewhat similar circumstances.
