<p><persName ref="prs:seymour_f">Seymour</persName> reports on the discovery of gold on the <placeName ref="plc:kootenay_river">Kootenay River</placeName> which, due to its proximity to the United States and its distance from <placeName ref="plc:new_westminster">New Westminster</placeName>, <persName ref="prs:seymour_f">Seymour</persName> finds to be <q>of doubtful benefit to the Colony</q> and a probable <q>source of anxiety</q> for the British government. <persName ref="prs:seymour_f">Seymour</persName> further offers his opinion on viable routes to the <placeName ref="plc:kootenay_river">Kootenay River</placeName>. He also reports that he has adopted C<persName ref="prs:hawkins_js">Colonel Hawkins</persName>’s spelling convention <soCalled>Kootenay,</soCalled> and with <persName ref="prs:cardwell">Cardwell</persName>’s approval will use it in all official documents.</p>

It will probably have appeared to you, as it did to me, that
the discovery of Gold fields on the <placeName ref="plc:kootenay_river">Kootenay River</placeName> near the
American frontier, and five hundred Miles from <placeName ref="plc:new_westminster">New Westminster</placeName>,
was one of doubtful benefit to the Colony, and would probably be a
source of anxiety to the Government.
</p>
<p>
2. In my despatch, No. 41 of<fw type="catchword" style="text-align: right;">the</fw><pb facs="co_60_19/co_60_19_00319v.jpg"/> the <date when="1864-09-10">10<hi style="vertical-align: super; font-size: 80%;">th</hi> of September</date>, I stated
that I should probably have to establish a Custom House on the
American frontier at the foot of the <placeName ref="plc:rocky_mountains">Rocky Mountains</placeName>. If the
"rush" continues it may be rather difficult, without a numerous
staff, to collect our import duties in so wild a country. In
every way it seems desirable that we should, if possible, divert
the traffic to the <placeName ref="plc:kootenay_region">Kootenay</placeName> Mines from <placeName ref="plc:washington_territory">Washington Territory</placeName> to
the <placeName ref="plc:fraser_river">Fraser</placeName>. With this view the Hudson Bay Company have, with the
promise of Government support, opened a trail from <placeName ref="plc:fort_shepherd">Fort Shepherd</placeName>
on the <placeName ref="plc:columbia_river">Columbia River</placeName><fw type="catchword" style="text-align: right;">to</fw><pb facs="co_60_19/co_60_19_00320r.jpg"/> to the diggings. Already several packtrains
have passed over it, and I trust that the Colonial Secretary <persName ref="prs:birch">M<hi style="vertical-align: super; font-size: 80%;">r</hi>
Birch</persName> is returning by it at this moment.
</p>
<p>
3. There is, however it is believed another mode of access
to the diggings from <placeName ref="plc:new_westminster">New Westminster</placeName>. We have steam communication
up the <placeName ref="plc:fraser_river">Fraser</placeName> to <placeName ref="plc:yale">Yale</placeName>, from thence an admirable carriage road takes
the course of the <placeName ref="plc:thompson_river">Thompson</placeName> as far as the <placeName ref="plc:bonaparte_river">Bonaparte river</placeName> where it
proceeds to the Northward. It is believed that twenty miles above
the mouth of the <placeName ref="plc:bonaparte_river">Bonaparte</placeName>, the <placeName ref="plc:thompson_river">Thompson</placeName> becomes navigable for
steamers. The two<fw type="catchword" style="text-align: right;">great</fw><pb facs="co_60_19/co_60_19_00320v.jpg"/> great Lakes, <placeName ref="plc:kamloops_lake">Kamloops</placeName> and <placeName ref="plc:shuswap_river">Shushwap</placeName> through which
the <placeName ref="plc:thompson_river">Thompson</placeName> runs, have a sufficient depth of water, and thus we
hope that steam navigation may be obtained for 110 miles almost
due east, the direction of the <placeName ref="plc:kootenay_region">Kootenay</placeName>. From the head waters of
<placeName ref="plc:thompson_river">Thompson River</placeName> a road of from 35 to 40 miles will have to be made
to the <placeName ref="plc:columbia_river">Columbia</placeName>. The south branch of this river it is reported
may be made available for steam navigation up to its source in the
<placeName ref="plc:columbia_lake">Columbia Lakes</placeName>, which are close to the <placeName ref="plc:kootenay_region">Kootenay</placeName> diggings.
</p>
<p>
4. I have sent an exploring party to ascertain the practicability
of establishing the communication in the mode I now suggest. It
is not improbable that we<fw type="catchword" style="text-align: right;">shall</fw><pb facs="co_60_19/co_60_19_00321r.jpg"/> shall have, before the close of next year,
steamers and four horse coaches running regularly twice a week to
the foot of the <placeName ref="plc:rocky_mountains">Rocky Mountains</placeName> as they now do to <placeName ref="plc:cariboo_region">Cariboo</placeName>. The
"British <placeName ref="plc:kootenay_pass">Kootenay Pass</placeName>" affords a passage to the Eastward of
perfect ease compared with the natural difficulties already
overcome on the road through the <placeName ref="plc:cascade">Cascade Mountains</placeName> in the Valley
of the <placeName ref="plc:fraser_river">Fraser</placeName>. Therefore if the mines fulfil the promises
anticipated from them, there can be but little doubt that Gold
diggers will be attracted to them from Canada and the <placeName ref="plc:red_river_settlement">Red River
Settlements</placeName>, and a communication from the Atlantic to the Pacific
established through<fw type="catchword" style="text-align: right;">British</fw><pb facs="co_60_19/co_60_19_00321v.jpg"/> British Territory.
</p>
<p>
5. From among the many different spellings of the word
"<placeName ref="plc:kootenay_region">Kootenay</placeName>" I have selected that used by <persName ref="prs:hawkins_js">Colonel Hawkins</persName>, the
Boundary Commissioner, and I mean, subject to your approval, to
make use of it in all official documents.
