of the Executive Council, granted one year's leave of absence

Will you look at the enclosed Circular which it is
proposed to send to <placeName ref="plc:british_columbia">B. Columbia</placeName>, <placeName ref="plc:vancouver_island">Van Couver Island</placeName> &amp; the
<placeName ref="plc:falkland">Falklands</placeName>. To no one of the three Colonies does it appear
to me to be applicable.
</ab>
<p>
As the former Circular of the <date when="1863-01-01">1<hi style="vertical-align: super; font-size: 80%;">st</hi> of January 1863</date>
was sent to them the respective Governors ought of course
to have replied to it, tho' they could not supply any
information—but we can scarcely ask Colonies situated as
they are (one dependent on the funds of this Country, and
the other two in their infancy) how it happens that there
are no Hospitals or Asylums. See last paragraph.
