<p><persName ref="prs:newcastle">Newcastle</persName> informs <persName ref="prs:seymour_f">Seymour</persName> that the Alexandra Bridge Toll Act, The <placeName ref="plc:new_westminster">New Westminster</placeName> Municipal Extension Act, The Crown Officers’ Salaries Act, have been brought before the Queen and given Royal Assent. He instructs <persName ref="prs:seymour_f">Seymour</persName> to inform the <q>inhabitants</q> of <placeName ref="plc:british_columbia">British Columbia</placeName> <q>in the usual and most authentic manner.</q>

I have laid before the Queen the Proclamations noted in the margin

which were transmitted to me together with your predecessor's despatch
No. 71 of the <date when="1863-11-23">23rd of November last</date> and I am commanded to acquaint you
that H.M. has been pleased to confirm and allow them.
</p>

You will communicate Her Majesty's decision<fw type="catchword" style="text-align: right;">upon</fw><pb facs="rg7_g8c_11/rg7_g8c_11_00027v.jpg"/> upon these proclamations to
the inhabitants of <placeName ref="plc:british_columbia">B. Columbia</placeName> in the usual and most authentic manner.
</p>
<p>
I have however to observe that Agreements such as that referred to
in the preamble of Proclamation No. 10 should be reported home as soon
as made, even though it may not be possible to delay their practical
completion in<fw type="catchword" style="text-align: right;">order</fw><pb facs="rg7_g8c_11/rg7_g8c_11_00028r.jpg"/> order that Her Majesty's Government may be enabled at once to
express an opinion upon them, and thus, if they should be objectionable,
to prevent the completion of any fresh transactions of the same kind.
</p>
<p>
So anomalous an expedient as that of taxing water carriage for the
support of a bridge could only be<fw type="catchword" style="text-align: right;">justified</fw><pb facs="rg7_g8c_11/rg7_g8c_11_00028v.jpg"/> justified by exceptional
circumstances.
</p>
<p>
I have advised Her Majesty to confirm<!--<pb facs="co_398_02/co_398_02_00104r.jpg"/>--> the Proclamation in which it is
embodied in reliance upon your Predecessor's judgment as to it's
necessity.
</p>
