<p>
I have had the honor to receive your Separate Despatch
of the <date when="1864-05-12">12<hi style="vertical-align: super; font-size: 80%;">th</hi> of May 1864</date>, enquiring if there be any Hospitals
or Lunatic Asylums in this Colony, and if so whether<fw type="catchword" style="text-align: right;">they</fw><pb facs="co_60_21/co_60_21_00248v.jpg"/> they are
managed in a satisfactory manner.
</p>
<p>
2. I beg leave now to return answers to the series of
interrogatories transmitted in the <persName ref="prs:newcastle">Duke of Newcastle</persName>'s
despatch of the <date when="1863-01-01">1<hi style="vertical-align: super; font-size: 80%;">st</hi> January 1863</date>, which I believe have
not yet been noticed in this Colony.
</p>
<p>
3. The Royal Columbian Hospital has hitherto been
supposed to be supported by<fw type="catchword" style="text-align: right;">voluntary</fw><pb facs="co_60_21/co_60_21_00249r.jpg"/> voluntary contributions and
on this supposition the subscribers have annually elected
the Board of Management. The Gentlemen selected being in no
way responsible to the Government, which however has been
compelled to defray three-fourths of the expenses, the institution
has been somewhat neglected. At the last election I notified
that I would expect two Government Officers to be appointed
to the Board in<fw type="catchword" style="text-align: right;">consideration</fw><pb facs="co_60_21/co_60_21_00249v.jpg"/> consideration of the payments made from the
Treasury, and <persName ref="prs:good_c">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Good</persName>, the Clerk of the Council, and <persName ref="prs:ker">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Ker</persName>,
the Auditor, named by me were at once elected. The former
gentleman was appointed Chairman of the Board. The defects
in the management pointed out in the Tables I enclose, have
been remedied and the drainage improved. I cause the patients
to be supplied with the "Times," "Saturday<fw type="catchword" style="text-align: right;">Review,</fw><pb facs="co_60_21/co_60_21_00250r.jpg"/> Review," and such
other newspapers as I subscribe to in England, California and
the Colonies.
</p>
<p>
4. There is a very creditable hospital supported by
private contributions and a Government allowance of a thousand
a year on <placeName ref="plc:williams_creek">William's Creek</placeName>, <placeName ref="plc:cariboo_region">Cariboo</placeName>. I found it extremely
clean and well managed and I rejoice to say that it was,
when I last heard, without a patient.
</p>
<p>
5. A sum of a thousand<fw type="catchword" style="text-align: right;">pounds</fw><pb facs="co_60_21/co_60_21_00250v.jpg"/> pounds has been voted likewise
for the support of a hospital at the newly discovered Gold
Mines on the <placeName ref="plc:kootenay_river">Kootenay River</placeName>.
</p>
<p>
6. The Lunatic Asylum in <placeName ref="plc:new_westminster">New Westminster</placeName> though situated
within the prison walls is detached from the main buildings.
The keeper of the gaol and his wife, both remarkably kind
hearted people reside on the premises.
</p>
<p>
7. The answers to<fw type="catchword" style="text-align: right;">interrogatories</fw><pb facs="co_60_21/co_60_21_00251r.jpg"/> interrogatories 4 and 5 merely mean
that the Lunatics have no special accommodation apart from the
prisoners. As the latter are employed on out door work from
morning till night there is abundant time for the exercise and
recreation of the Lunatics without their being brought into
communcation with criminals.
