<opener><ref type="co_ref">8242, CO 60/22, p. 73; received 24 August

<date when="1865-06-07">7<hi style="vertical-align: super; font-size: 80%;">th</hi> June 1865</date>
<salute>Sir,</salute>
</opener>
<p>
Following the successful precedent of last year I invited
<name type="ip" subtype="group">a considerable number of Indian tribes</name> to celebrate Her Majesty's
Birthday with me in <placeName ref="plc:new_westminster">New Westminster</placeName>. The weather was extremely
unfavorable<fw type="catchword" style="text-align: right;">but</fw><pb facs="co_60_22/co_60_22_00074v.jpg"/> but about six thousand attended the meeting. <name type="ip" subtype="group">The
Homethcoes</name>, from <placeName ref="plc:bute_inlet">Bute Inlet</placeName> came the greatest distance of the
Coast visitors. <name type="ip" subtype="group">The <placeName ref="plc:lillooet">Lillooet</placeName> and Lafontaine tribes</name> represented
the utmost limit in the interior to which my invitations extended.
</p>
<p>
2. It was not alone the weather which kept some of the <name type="ip" subtype="group">natives</name>
away; a few were intimidated by the ridicule of <name type="ip" subtype="group">the tribes on the
<placeName ref="plc:fraser_river">Lower Fraser</placeName></name> who jeered at those<fw type="catchword" style="text-align: right;">of</fw><pb facs="co_60_22/co_60_22_00075r.jpg"/> of the interior for coming, as
they said, some hundreds of miles simply to be fed by the Governor.
You will observe in the <name type="ip" subtype="group">speeches that passed between the Chiefs</name>
and myself this circumstance referred to.
</p>
<p>
3. It rained heavily on the morning of the <date when="1864-05-24">24<hi style="vertical-align: super; font-size: 80%;">th</hi> of May</date>,
but a procession was formed of nearly one thousand canoes,
extending from one bank of the <placeName ref="plc:fraser_river">Fraser</placeName> to the other. Each boat
had its flag<fw type="catchword" style="text-align: right;">and</fw><pb facs="co_60_22/co_60_22_00075v.jpg"/> and the more civilized of <name type="ip" subtype="group">the natives</name> sang a Catholic
hymn, which had a very fine effect proceeding from thousands of
voices upon the water. <name type="ip" subtype="group">The Indians</name> landed on the Park reserve
near the camp where the addresses were interchanged. Though
the rain came down in torrents <name type="ip" subtype="group">the Chiefs</name> stood bare headed before
me. I distributed to each a Union Jack, some agricultural
implements and garden seeds, and left the ground while God save
the Queen was sung by the Indian<fw type="catchword" style="text-align: right;">Boys</fw><pb facs="co_60_22/co_60_22_00076r.jpg"/> <name type="ip" subtype="group">Boys of St. Mary's Mission</name>, and
<name type="ip" subtype="group">the Indians</name> generally cheered vociferously. A dinner of cakes,
biscuits and molasses was then served out, together with a
liberal allowance of tobacco.
</p>
<p>
4. The <date when="1865-05-24">24<hi style="vertical-align: super; font-size: 80%;">th</hi></date> and <date when="1865-05-25">25<hi style="vertical-align: super; font-size: 80%;">th</hi> of May</date> were kept as public holidays,
and games and races of all kinds carried on, concluding with an
extremely effective torchlight procession on the <placeName ref="plc:fraser_river">Fraser</placeName>.
</p>
<p>
5. We had taken the precaution<fw type="catchword" style="text-align: right;">of</fw><pb facs="co_60_22/co_60_22_00076v.jpg"/> of appointing <name type="ip" subtype="group">a few Indian
Constables</name> to arrest any of their own race who might get drunk or
otherwise misbehave themselves. It seems almost strange to have
to report that there was not a single offence of any kind which
came before the notice of the Magistrates as having been committed
by <name type="ip" subtype="group">the Indians</name> during the forty eight hours of, to them, enormous
excitement.
</p>
<p>
6. It was generally observed<fw type="catchword" style="text-align: right;">that</fw><pb facs="co_60_22/co_60_22_00077r.jpg"/> that <name type="ip" subtype="group">the Indians</name> had made
considerable progression in civilization and wel[l]being since I first
met them on the <date when="1864-05-24">24<hi style="vertical-align: super; font-size: 80%;">th</hi> of May 1864</date>. It was obvious that they were
better dressed, and nothing could be greater than the respect with
which they treated the constituted authorities of the Colony.
</p>
<p>
7. <name type="ip" subtype="group">The Indians</name> have now returned to their fisheries or hunting
grounds. Tribes long<fw type="catchword" style="text-align: right;">at</fw><pb facs="co_60_22/co_60_22_00077v.jpg"/> <name type="ip" subtype="group">at war with each other</name> have met peacably under
one authority acknowledged by all as supreme. I allow myself to
hope that the <name type="ip" subtype="group">native conflicts will soon cease throughout the wide
extent of the Colony</name>, and the white man will be able to travel
anywhere without molestation.
</p>
<p>
8. I have not had a report of a single act of violence committed
by <name type="ip" subtype="individual">a native</name> on a white man since the capture<fw type="catchword" style="text-align: right;">and</fw><pb facs="co_60_22/co_60_22_00078r.jpg"/> and execution of the
<name type="ip" subtype="group">Chilicoten Chiefs</name> last year. The outrage on the "<name ref="vsl:nanaimo_packet" type="vessel">Nanaimo Packet</name>"
referred to in my despatch No. 78 of the <date when="1865-06-05">5<hi style="vertical-align: super; font-size: 80%;">th</hi> Instant</date> was committed
by <name type="ip" subtype="group">Indians</name> from the Russian territories.
