<p><persName ref="prs:sargeaunt_wc">Sargeaunt</persName> transmits copies of correspondence which estimate the cost of the <q>Buoys, Sinkers and Chains</q> requested by <persName ref="prs:seymour_f">Seymour</persName> to be <q>£1557.5.0 exclusive of freight.</q> <persName ref="prs:sargeaunt_wc">Sargeaunt</persName> suggests that, as this estimate is significantly more than estimated, and as the <placeName ref="plc:new_westminster">New Westminster</placeName> Harbour Master estimated that <q>the buoys actually required are nine in number</q>, the order be reduced to twelve or fifteen buoys. <persName ref="prs:blackwood_aj">Blackwood</persName>’s minute recommends adopting <persName ref="prs:sargeaunt_wc">Sargeaunt</persName>’s suggestion and providing the original number of buoys only if <q>the Authorities say that they can't dispense with the 30 they have asked for &amp; that they can pay for them.</q></p>

Referring to your letter of the <date when="1864-12-20">20<hi style="vertical-align: super; font-size: 80%;">th</hi> instant</date>, I
transmit to you for the information of <persName ref="prs:cardwell">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Secretary Cardwell</persName>,
the enclosed copy of a correspondence which has passed between
Mess<hi style="vertical-align: super; font-size: 80%;">rs</hi> Brown, Lenox &amp; Co (<orgName ref="org:admiralty">Admiralty</orgName> Contractors for Chain
Cables &amp; Anchors) and myself, from which it appears that the
cost of supplying the Government of <placeName ref="plc:british_columbia">British Columbia</placeName> with the
Buoys, Sinkers and Chains enumerated in <persName ref="prs:seymour_f">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Seymour</persName>'s
despatch N<hi style="vertical-align: super; font-size: 80%;">o</hi> 34 of <date when="1864-09-07">7<hi style="vertical-align: super; font-size: 80%;">th</hi> September last</date>, is estimated
to<fw type="catchword" style="text-align: right;">amount</fw><pb facs="co_60_23/co_60_23_00041v.jpg"/> amount to £1557.5.0 exclusive of freight.
</p>
<p>
As this amount is greatly in excess of the estimate of
the Harbour Master at <placeName ref="plc:new_westminster">New Westminster</placeName>, and as that Officer
in his letter of the <date when="1864-09-06">6<hi style="vertical-align: super; font-size: 80%;">th</hi> September</date> states that "the buoys
actually required are nine in number" it appears to me that
in place of sending the thirty Buoys asked for that half
that number would be sufficient for the purposes mentioned,
and to furnish the necessary relay.
</p>
<p>
At any rate a dozen or<fw type="catchword" style="text-align: right;">fifteen</fw><pb facs="co_60_23/co_60_23_00042r.jpg"/> fifteen buoys, with a corresponding
number of cables and sinkers, might be sent out in the first
instance should <persName ref="prs:cardwell">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Cardwell</persName> approve of the adoption of such a course.

It is very important to properly buoy the entrance to
<placeName ref="plc:fraser_river">Fraser River</placeName>, the navigation of which is so full of
risk, and to do so promptly. I <choice><abbr>sh<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>should</expan></choice> be in favor of
ordering the 12 or 15 buoys suggested by <persName ref="prs:sargeaunt_wc">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Sargeaunt</persName>
at once, and sending the rest afterwards, if, after
receiving this report from the Crown Agent, the Authorities
say that they can't dispense with the 30 they have asked
for &amp; that they can pay for them.
