I am directed by Mr. Secretary Cardwell to transmit to you a copy of a despatch from the Governor of Vancouver Island enclosing a correspondence that has passed between yourself and Mr. Kennedy respecting the claim made by his Government to be reimbursed the cost of conveying the Mails of British Columbia from San Francisco to New Westminster, and I am to request that you will favour Mr. Cardwell with any observations that you may have to make upon the subject.
