<p>
I have the honor to report that the Western Union Telegraph
Company have made great progress during the present season in
constructing the Line of Telegraph through this Colony.
</p>
<p>
 2. At the close of the<fw type="catchword" style="text-align: right;">Season</fw><pb facs="co_60_25/co_60_25_00191v.jpg"/> Season of <date when="1865">1865</date> the line was completed
a short distance beyond the Town of <placeName ref="plc:quesnel">Quesnelmouth</placeName> on <placeName ref="plc:fraser_river">Fraser River</placeName>.
 From this point Northwards to the <placeName ref="plc:russian_territory">Russian American territory</placeName> the
Country through which it was intended to construct the Line of
Telegraph was almost unknown and the <name type="ip" subtype="group">Indians of that portion of
 the Colony</name> were generally considered hostile to white men.
</p>
<p>
 3. With the experience<fw type="catchword" style="text-align: right;">of</fw><pb facs="co_60_25/co_60_25_00192r.jpg"/> of the <name type="ip" subtype="group">insurrection of the Chilicoten
Tribes, caused by careless indifference and the ill treatment of
the Indians by the labourers</name> employed in making a Pack Trail, I
was anxious if possible to establish some law and order in the camp
of the working party, consisting of 150 men, selected to construct
the line northward through the wildest portion of the Colony,
reported to contain <name type="ip" subtype="group">a large native population</name>.
</p>
<fw type="catchword" style="text-align: right;">4. In</fw><pb facs="co_60_25/co_60_25_00192v.jpg"/>
<p>
 4. In conversation with <persName ref="prs:bulkley_cs">Colonel Bulkley</persName> the representative 
of the Western Union Telegraph Company on the Pacific Coast, I
suggested the advisability of a Government Agent being attached
to the working party to obtain information of the Country and
act on behalf of the Government in any matters connected with
the <name type="ip" subtype="group">Native tribes</name>. <persName ref="prs:bulkley_cs">Colonel Bulkley</persName> gladly acceded to my
 suggestion, offering on<fw type="catchword" style="text-align: right;">behalf</fw><pb facs="co_60_25/co_60_25_00193r.jpg"/> behalf of the Company to defray all
travelling expenses and to contribute one half the salary of the
Officer I might select.
</p>
<p>
 5. I was fortunately enabled to procure the services of <persName ref="prs:elwyn">M<hi style="vertical-align: super; font-size: 80%;">r</hi>
T. Elwyn</persName> to proceed with the constructing party as Government
 Agent, acting as a Magistrate of the Colony. <persName ref="prs:elwyn">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Elwyn</persName> was formerly
 a Stipendiary Magistrate but resigned the Public Service with<fw type="catchword" style="text-align: right;">the</fw><pb facs="co_60_25/co_60_25_00193v.jpg"/> the
 intention of farming. During the <name type="ip" subtype="group">Expedition against the Chilicoten
 Indians</name> he was second in command of the Volunteer Force and has
 always been <name type="ip" subtype="group">successful in his treatment of the Indian Tribes</name>. I
 have now the honor to enclose copy of report from <persName ref="prs:elwyn">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Elwyn</persName> on
 the <name type="ip" subtype="group">conduct of the Indian Tribes</name> and the nature of the country
through which the line of Telegraph passes.
</p>
<p>
 6. At the request of the<fw type="catchword" style="text-align: right;">Superintendent</fw><pb facs="co_60_25/co_60_25_00194r.jpg"/> Superintendent of the Company <persName ref="prs:elwyn">M<hi style="vertical-align: super; font-size: 80%;">r</hi>
 Elwyn</persName> remains in charge of the party wintering on the <placeName ref="plc:stikine_river">Stikeen</placeName>.
He will continue to hold and act upon his Commission as a
Magistrate without entailing any expenditure from Public Funds.
</p>

Acknowledge &amp; express satisfaction at the progress
in the construction of this line of Telegraph? The project,
as you are aware, is to establish telegraphic communication
thro' Asiatic Russia, so as to connect existing European &amp; American
lines. The line is to run through <placeName ref="plc:russian_territory">Russian America</placeName> &amp; <placeName ref="plc:british_columbia">B. Columbia</placeName>.
