With reference to the claim for Repayment to this
Department of the expenses incurred on account of the
<placeName ref="plc:bentinck_arm">Bentinck Arm</placeName> Expedition; I am commanded by my Lords
<orgName ref="org:admiralty">Commissioners of the Admiralty</orgName> to request you will lay
before <persName ref="prs:cardwell">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Secretary Cardwell</persName> the accompanying copy of a
report from the Accountant General in explanation of this
claim, and by which it appears that the sum outstanding
amounts<fw type="catchword" style="text-align: right;">to</fw><pb facs="co_60_26/co_60_26_00015v.jpg"/> to £243.10.6. An account amounting to £1.11.3
for supplies from HMS <name ref="vsl:sutlej" type="vessel">Sutlej</name> for the use of the expedition,
is also transmitted herewith; And My Lords request that
these amounts may be paid to the Credit of Naval Funds thro'
the Paymaster General, who has been authorized to receive the same.

I thought it advisable to investigate this claim before we
proferred it to the Governor, and <persName ref="prs:pennell">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Pennell</persName> has been so obliging
as to supply me with a mem<hi style="vertical-align: super; font-size: 80%;">n</hi> which I have gone over carefully.
The<pb facs="co_60_26/co_60_26_00016r.jpg"/> result is that the claim may be reduced to a small compass.

£155.9.4 of said claim has been paid &amp; the Adm<hi style="vertical-align: super; font-size: 80%;">y</hi>
informed thereof on the <date when="1866-01-18">18 Jan</date><hi style="vertical-align: super; font-size: 80%;">y</hi> last.
</p>
<p>
£14.13.4 has also been paid by the <orgName ref="org:ocac">Crown Agents</orgName>; but as we have not
formally informed the Adm<hi style="vertical-align: super; font-size: 80%;">y</hi> of this fact it remains that we should do
so: and we can make mention of it in the letter wh. will have to be
written in my division. Further we have told the C. Agents to pay
£69.18.2, &amp; should now desire them to pay the percentage
money—£3.9.8—due on the supply to
the Colony of <placeName ref="plc:british_columbia">B.C.</placeName> together with £1.11.3 for supplies from the <name ref="vsl:sutlej" type="vessel">Sutlej</name>.

Therefore we have to explain to the Adm<hi style="vertical-align: super; font-size: 80%;">y</hi> where
payments have been made &amp; tell them that the C. Agents
have been directed to pay the residue amounting to

This letter from the <orgName ref="org:admiralty">Admiralty</orgName> is incorrect and misleading—the facts
of the case are these. On the <date when="1865-07-04">4<hi style="vertical-align: super; font-size: 80%;">th</hi> of July 1865</date> the <orgName ref="org:admiralty">Admiralty</orgName> sent
in a claim for stores supplied to various Colonies amounting to
£243.10.6. This was composed of three sums as under

Items 1 &amp; 2 have actually been paid to the <orgName ref="org:admiralty">Admiralty</orgName>, and of the
payment of the<pb facs="co_60_26/co_60_26_00022v.jpg"/> larger of these two (£155.9.4) they have been informed.
(See letter to Adm<hi style="vertical-align: super; font-size: 80%;">ty</hi> <date when="1866-01-18">18 Jan<hi style="vertical-align: super; font-size: 80%;">y</hi>/66</date> Gov/373/65 New Zealand). The
payment of the <placeName ref="plc:hong_kong">Hong Kong</placeName> item £14.13.4 has I learn from <persName ref="prs:sargeaunt_wc">M<hi style="vertical-align: super; font-size: 80%;">r</hi>
Sargeaunt</persName> been made by the Agents but the <orgName ref="org:admiralty">Admiralty</orgName> have not been
informed of it's actual payment by this office—perhaps they should
now be told.

<p>
The history of the <placeName ref="plc:british_columbia">British Columbia</placeName> item to which the enclosure
to the present <orgName ref="org:admiralty">Admiralty</orgName> letter refers is<pb facs="co_60_26/co_60_26_00023r.jpg"/> the claim of £73.7.10 made
as above was supposed here to belong to the <orgName ref="org:foreign_office">Foreign Office</orgName>, it was
withdrawn by the <orgName ref="org:admiralty">Admiralty</orgName> accordingly—and was made on the Foreign
Office—but as a percentage is charged on Colonial Supplies which is
not in regard to those of other Departments—the percentage amounting
to £3.9.8 was deducted when the claim was made on the <orgName ref="org:foreign_office">F.O.</orgName>—i.e. the
claim made on that Department was £69.18.2.<pb facs="co_60_26/co_60_26_00023v.jpg"/> The <orgName ref="org:foreign_office">Foreign Office</orgName>
repudiated it and it was renewed on this Department but the <orgName ref="org:admiralty">Admiralty</orgName>
made an omission in not then adding on the percentage again.
Consequently they made the claim £69.18.2 whereas it ought to have
been renewed as it originally stood £73.7.10.

<p>
The Agents have been told to pay £69.18.2 and the <orgName ref="org:admiralty">Admiralty</orgName> have
been informed that they have been desired to do so.

claim as outstanding of £243.10.6 which they had made in <date when="1865-07">July
/65</date>—that they have already been informed of the actual payment of
£155.9.4—that £14.13.4 has also actually been paid, and that
instructions have been given of which the <orgName ref="org:admiralty">Admiralty</orgName> have been
informed for the payment of the £69.18.2. All that remains<fw type="catchword" style="text-align: right;">now</fw><pb facs="co_60_26/co_60_26_00024v.jpg"/> now
to be authorized to be paid to them is £3.9.8 on account of the
<placeName ref="plc:bentinck_arm">Bentinck Arm</placeName> Expedition, together with the fresh claim which they make
for £1.11.3 for supplies from <name ref="vsl:sutlej" type="vessel">H.M.S. Sutlej</name> in <date when="1864-07">July 1864</date>.
