Referring to my letters of <date when="1865-12-15">Dec<hi style="vertical-align: super; font-size: 80%;">r</hi> 15<hi style="vertical-align: super; font-size: 80%;">th</hi></date>, <date when="1866-01-06">Jany. 6<hi style="vertical-align: super; font-size: 80%;">th</hi></date>
and <date when="1866-01-19">19<hi style="vertical-align: super; font-size: 80%;">th</hi></date> I have the honor to inform you that some months
since I wrote <persName ref="prs:waddington_a">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Waddington</persName> requesting him to communicate
 with <persName ref="prs:birch">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Birch</persName>, the Acting Governor of <placeName ref="plc:british_columbia">British Columbia</placeName>, with
the view of constructing a railway in lieu of an ordinary
wagon road. Since that time the money markets here have
become so unsettled that the parties who were desirous of
carrying out the project have deemed it desirable to abandon
the railway scheme and in<pb facs="co_60_26/co_60_26_00267r.jpg"/> lieu of that they propose to
construct an extra heavy wagon road capable of carrying the
largest description of Traction Engine.
</p>
<p>
On the <date when="1866-04-09">9<hi style="vertical-align: super; font-size: 80%;">th</hi> Ulto</date>. I had an interview with <persName ref="prs:seymour_f">Governor
Seymour</persName> on the subject, when His Excellency requested me to
put the tenor of our conversation in the form of a letter, a
copy of which I have the honor to enclose.
</p>
<p>
On the <date when="1866-04-20">20<hi style="vertical-align: super; font-size: 80%;">th</hi> Ulto</date>. His Excellency wrote me "I have no
 power to grant Charters in <placeName ref="plc:british_columbia">British Columbia</placeName> when not in the
actual administration of the Govenment. I will however bring
several of your proposals favorably under the notice of the
<orgName ref="org:colonial_office">Colonial Office</orgName>." From the above you will see that my
proposals have met with a<pb facs="co_60_26/co_60_26_00268r.jpg"/> favorable reception by His
Excellency, and I may also state that <persName ref="prs:moody_rc"><choice><abbr>Gen<hi style="vertical-align: super; font-size: 80%;">l</hi></abbr><expan>General</expan></choice> R.C. Moody</persName>
who arranged the present Charter, having considered it very
fully, is strongly in favor of my present proposals; therefore,
I trust you will grant me what is necessary to carry out this
important undertaking as it is desirable that it should be
completed as soon as possible.

I have looked into the various schemes proposed by Mess<hi style="vertical-align: super; font-size: 80%;">rs</hi>
<persName ref="prs:waddington_a">Waddington</persName> and <persName ref="prs:churchill">Churchill</persName>.

The last plan suggested by <persName ref="prs:churchill">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Churchill</persName> does vary from the
previous ones.
</p>
<p>
But the prolongation of the charter (clause 2) and the free
grants of land (clause 4) have already been declared to be
inadmissible by Gov<hi style="vertical-align: super; font-size: 80%;">rs</hi><persName ref="prs:seymour_f">Seymour</persName> and <persName ref="prs:birch">Birch</persName>. It may be worth while
referring this letter (5021) to <persName ref="prs:seymour_f"><choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">r</hi></abbr><expan>Governor</expan></choice> Seymour</persName>. <persName ref="prs:churchill">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Churchill</persName>
seems to think that delay <choice><abbr>w<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>would</expan></choice> be fatal to his scheme.
