I have had the honor to receive your letter of the <date when="1866-04-27">27
ultimo</date>, enclosing a communication from <persName ref="prs:head_ew">Sir Edmund Head</persName>
 relating to the <name type="ip" subtype="group">introduction of spirituous liquors among the
Indians on the <placeName ref="plc:peace_river">Peace River</placeName> and <placeName ref="plc:athabasca_river">Athabasca</placeName> District</name>.
</p>
<p>
It is not stated by what route the spirits are conveyed,
but I presume<pb facs="co_60_26/co_60_26_00398v.jpg"/> that they are smuggled from <placeName ref="plc:victoria">Victoria</placeName> to the North
 West coast of <placeName ref="plc:british_columbia">British Columbia</placeName> &amp; conveyed by the <placeName ref="plc:stikine_river">Stickeen</placeName>
&amp; <placeName ref="plc:peace_river">Peace</placeName> Rivers to the Hudson's Bay territory. It is difficult
to prevent this traffic as the [bounds?]

of the former river is
in the <placeName ref="plc:russian_territory">Russian territory</placeName>. The whiskey smuggling is however
carried on to a fearful extent along the whole coast, &amp; I can
only suggest the occasional visit of a ship of war. I believe that
the recent cruise of Her Majesty's ship<pb facs="co_60_26/co_60_26_00399r.jpg"/> "<name ref="vsl:clio" type="vessel">Clio</name>" will be productive
of much good.
</p>
<p>
I do not know if any action could be taken in the matter by
the Legislature of <placeName ref="plc:vancouver_island">Vancouver Island</placeName>, from which colony the whiskey
is exported.

but we may hope this may be remedied by the new Legislature if
the Union be effected.
