Seymour, In conformity with the instructions in the Colonial Rules and Regulations, transmits Returns relating to Appointments and Promotions during the quarter ended 30th December 1866. Fuller’s minute confirms that returns related to appointments and promotions go to the Treasury. Included documents mark changes in the colony of British Columbia’s offices related to appointments, promotions, and length of service.
