<persName ref="prs:seymour_f">Seymour</persName> acknowledges his duty to prohibit <q>the sale of liquor to Indians</q> in the united colony of <placeName ref="plc:british_columbia">British Columbia</placeName>, mentioning <persName ref="prs:kennedy_a">Kennedy</persName>’s concern with the <q><placeName ref="plc:peace_river">Peace River</placeName> and <placeName ref="plc:athabasca_river">Athabasca</placeName> Districts.</q> <persName ref="prs:seymour_f">Seymour</persName> states that <q>the Legislative Council will be used to extend the Indian Liquor Law of the Mainland over <placeName ref="plc:vancouver_island">Vancouver Island</placeName>.</q> <persName ref="prs:blackwood_aj">Blackwood</persName>’s minute suggests waiting for further word from <persName ref="prs:seymour_f">Seymour</persName> before taking any action.

I have had the honor to receive Your Lordship's despatch
No. 23 of <date when="1866-11-16">16<hi style="vertical-align: super; font-size: 80%;">th</hi> November</date>, forwarding one from <persName ref="prs:kennedy_a">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Kennedy</persName>
respecting the sale of liquor to <name type="ip" subtype="group">the Indians in the <placeName ref="plc:peace_river">Peace</placeName><fw type="catchword" style="text-align: right;">River</fw><pb facs="co_60_27/co_60_27_00231v.jpg"/> River</name>
and <placeName ref="plc:athabasca_river">Athabasca</placeName> Districts. Your Lordship states that it will be
one of my earliest duties to consider what measures should be
adopted to check so grave an evil.
</p>

2. <persName ref="prs:kennedy_a">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Kennedy</persName> writes—
<milestone unit="section" rend=".ind on"/>
There exists a Law in <placeName ref="plc:british_columbia">British
Columbia</placeName> (without which the Country would be uninhabitable for
white men) <name type="ip" subtype="group">prohibiting the sale of liquor to Indians</name>, and if
the Hudson Bay Company would aid, instead of opposing me,<fw type="catchword" style="text-align: right;">to</fw><pb facs="co_60_27/co_60_27_00232r.jpg"/> to
have a like Law passed in <placeName ref="plc:vancouver_island">Vancouver Island</placeName>, they would find it,
I think, sound commercial as well as a humane policy. Let this
Government be clothed with the reasonable powers I ask in the
Bill herewith, and I will undertake to stop the plague which
<persName ref="prs:head_ew">Sir Edmund Head</persName> has so opportunely brought under your notice.

3. It will be unnecesary for me to continue the controversy
as to whether the whiskey consumed<fw type="catchword" style="text-align: right;">on</fw><pb facs="co_60_27/co_60_27_00232v.jpg"/> on the <placeName ref="plc:peace_river">Peace River</placeName> is imported
by way of our Northern Rivers or manufactured at <placeName ref="plc:cariboo_region">Cariboo</placeName>. I
retain my first impression on this point. It is only important that I
should now state that the strength of the Government in the
Legislative Council will be used to extend <name type="ip" subtype="group"><!--SAL 19-05-03 is this a concept/org or an individual/group-->the Indian Liquor
Law of the Mainland over <placeName ref="plc:vancouver_island">Vancouver Island</placeName></name>. As most of the
unofficial Members of <placeName ref="plc:british_columbia">British Columbia</placeName> proper will vote on<fw type="catchword" style="text-align: right;">this</fw><pb facs="co_60_27/co_60_27_00233r.jpg"/> this
matter with the Government, I have every expectation that the
remedy which <persName ref="prs:kennedy_a">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Kennedy</persName> thinks all sufficient to cure the evil
of which <persName ref="prs:head_ew">Sir Edmund Head</persName> complained will be applied.
