<persName ref="prs:seymour_f">Seymour</persName> informs <persName ref="prs:carnarvon">Carnarvon</persName> that <persName ref="prs:torrens">Torrens</persName>, clerk of the late House of Assembly of <placeName ref="plc:vancouver_island">Vancouver Island</placeName>, <q>applied to [<persName ref="prs:seymour_f">Seymour</persName>] for a recommendation to</q> <persName ref="prs:carnarvon">Carnarvon</persName>. <persName ref="prs:seymour_f">Seymour</persName> describes <persName ref="prs:torrens">Torrens</persName> employment history with the colony of <placeName ref="plc:vancouver_island">Vancouver Island</placeName> and how <persName ref="prs:torrens">Torrens</persName>’s position was terminated. <persName ref="prs:blackwood_aj">Blackwood</persName>’s minute relates how <persName ref="prs:torrens">Torrens</persName> <q>has no claim whatever on</q> the <orgName ref="org:colonial_office">Colonial Office</orgName>.

<persName ref="prs:torrens">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Torrens</persName>, clerk of the late House of Assembly of <placeName ref="plc:vancouver_island">Vancouver
Island</placeName> has applied to me for a recommendation to Your Lordship.
</p>
<p>
2. I know scarcely<fw type="catchword" style="text-align: right;">anything</fw><pb facs="co_60_27/co_60_27_00293v.jpg"/> anything of <persName ref="prs:torrens">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Torrens</persName> but the facts
of the case are, I learn, as follows. <persName ref="prs:torrens">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Torrens</persName> was appointed
in <date when="1863-12">December 1863</date> by <persName ref="prs:douglas_j">Sir James Douglas</persName> to be Clerk of the
Legislative Assembly to <placeName ref="plc:vancouver_island">Vancouver Island</placeName> because, as I am
informed, he was aware that the appointment would be agreeable
to the House. He lost his office on the Union of the two Colonies
when the Assembly was abolished.
</p>
<p>
3. His claim upon Her Majesty's Government does not<fw type="catchword" style="text-align: right;">appear</fw><pb facs="co_60_27/co_60_27_00294r.jpg"/> appear
to me to be very strong. He was in the Public Service of the
Island during three years. His salary during that time was 1700
dollars a year. The Assembly by their own Resolution abolished
themselves and their Clerk of Course with them. His conduct in
office was I believe entirely satisfactory to the Assembly, and
the Members headed by their late Speaker came to speak to me in
<persName ref="prs:torrens">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Torrens</persName>' Favor.
</p><fw type="catchword" style="text-align: right;">4. Mr.</fw><pb facs="co_60_27/co_60_27_00294v.jpg"/>
<p>
4. <persName ref="prs:torrens">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Torrens</persName> has been paid salary up to <date when="1866-12-31">31<hi style="vertical-align: super; font-size: 80%;">st</hi> December
1866</date>, and has received a free passage to England.
</p>
