<persName ref="prs:seymour_f">Seymour</persName> acknowledges receiving <persName ref="prs:cooper_jo">Cooper</persName>’s letter sent in <date when="1867-01">January</date> and discusses his views on <persName ref="prs:cooper_jo">Cooper</persName> and <persName ref="prs:cooper_jo">Cooper</persName>’s dismissal. In particular, <persName ref="prs:seymour_f">Seymour</persName> blames <persName ref="prs:cooper_jo">Cooper</persName> fully for not providing the most information possible regarding a lack of funds for Columbia Hospital while <persName ref="prs:cooper_jo">Cooper</persName> was the hospital’s treasurer. <persName ref="prs:cox_c">Cox</persName> minutes his opinion of <persName ref="prs:cooper_jo">Cooper</persName>.

I have had the honor to receive Your Lordship's despatch
No. 6 of <date when="1867-01-20">20<hi style="vertical-align: super; font-size: 80%;">th</hi> January 1867</date> forwarding a letter from <persName ref="prs:cooper_jo">M<hi style="vertical-align: super; font-size: 80%;">r</hi>
John Cooper</persName> in reply to the notification Your Lordship caused to
be<fw type="catchword" style="text-align: right;">made</fw><pb facs="co_60_28/co_60_28_00109v.jpg"/> made to him that his Official connection with <placeName ref="plc:british_columbia">British Columbia</placeName>
was at an end. <persName ref="prs:cooper_jo">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Cooper</persName> requests that a reference on the
subject may be made to me.
</p>
<p>
2. I think highly of <persName ref="prs:cooper_jo">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Cooper</persName>'s practical abilities;
but any representations I made at home in his favour were to a
great extent unofficial as I consider that I have no authority
over a Public Officer of this Colony when on leave of absence
myself. <persName ref="prs:birch">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Birch</persName>, who was in full possession of the
Administrative Authority<fw type="catchword" style="text-align: right;">declared</fw><pb facs="co_60_28/co_60_28_00110r.jpg"/> declared <persName ref="prs:cooper_jo">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Cooper</persName>'s connection with the
Colony at an end on account of his absence without leave. I formerly
imperfectly understood the case from <persName ref="prs:cooper_jo">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Cooper</persName>'s statement but
I now see no reason for advising the reversal of the decision at
which Your Lordship has arrived.
</p>
<p>
3. <persName ref="prs:cooper_jo">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Cooper</persName>'s office is not wanted; and as regards
himself personally he is clearly to blame for not furnishing the
fullest information respecting the supposed deficiency in the
funds of the Columbia Hospital during the time he acted as Treasurer
for<fw type="catchword" style="text-align: right;">the</fw><pb facs="co_60_28/co_60_28_00110v.jpg"/> the institution.
</p>
<p>
4. I would beg leave to refer to my despatch No. 15 of the
<date when="1867-01-08">8<hi style="vertical-align: super; font-size: 80%;">th</hi> January 1867</date> on this subject.

this despatch—as in the case of 1940—may be put by.
