£150. The minimum of an assistant to <choice><abbr>w<hi style="vertical-align: super; font-size: 80%;">h</hi></abbr><expan>which</expan></choice> class <persName ref="prs:birch">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Birch</persName> was

</p>
<p>
The Salary of the Col Secy
at <placeName ref="plc:british_columbia">B.C.</placeName> was £800 with the chance of succeeding to the Ad<hi style="vertical-align: super; font-size: 80%;">mn</hi> of

salary of £2000.
</p>
<p>
I think arrangements of this kind very useful, both because
it is convenient that offices in the Colonies <choice><abbr>sh<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>should</expan></choice> be occasionally
filled by Gentlemen who understand the transaction of business
in this department and because it is still more useful that some
member of this office <choice><abbr>sh<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>should</expan></choice> know a little practically of the
Colonies (though this has its drawbacks occasionally). But I think
that arrangements of this kind should always be such that the
temporary increase of Salary &amp; pleasure &amp; change of scene <choice><abbr>sh<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>should</expan></choice>
sufficiently compensate those who are thus detached for any
incidental expenses involved in the change with<hi style="vertical-align: super; font-size: 80%;">t</hi> imposing any cost
either on the Colony, or on any other Member of this Office or of the
Colonial Service.<pb facs="co_60_28/co_60_28_00320r.jpg"/> I think in this case the temporary increase of
<persName ref="prs:birch">M<hi style="vertical-align: super; font-size: 80%;">r</hi> B</persName>'s Salary and, while Adm<hi style="vertical-align: super; font-size: 80%;">g</hi> the <choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">t</hi></abbr><expan>Government</expan></choice>, of position,
<hi style="text-decoration: underline;">is</hi> sufficient to cover all such incidental expenses &amp;
inconveniences: and that <persName ref="prs:birch">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Birch</persName> when he "elected" to give up his
Colonial Secretaryship &amp; resume his place in this Office was on the same
footing as any other officer who resigns his <orgName ref="org:colonial_office">Colonial Office</orgName> after
two or three years service with<hi style="vertical-align: super; font-size: 80%;">t</hi> any claim on the Colony for
indulgence or compensation.
</p>
<p>
When he thus resigned, he had no claim on the Colony for half
salary during his journey home; &amp; still less was there any ground
for permanently withholding that half salary from the officer
provisionally appointed to do his work, to whom that salary <choice><abbr>w<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>would</expan></choice>
become properly due if he was confirmed in his office. It appears
at first sight that <persName ref="prs:young_wag">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Young</persName>—having been Col<hi style="vertical-align: super; font-size: 80%;">l</hi> Secretary
 of <placeName ref="plc:vancouver_island">V.C.I.</placeName><pb facs="co_60_28/co_60_28_00320v.jpg"/> has a strong claim to the appointment though I learn
from <persName ref="prs:birch">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Birch</persName> that his <placeName ref="plc:vancouver_island">Vancouver</placeName> connections or inclinations
render him distasteful to the B Columbian party.
</p>
<p>
I think however that considering that the arrangement—though
made at <persName ref="prs:birch">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Birch</persName>'s request, is on principle useful a one and
(particularly) useful to this Office, <persName ref="prs:birch">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Birch</persName> may well be
considered as absent from the <orgName ref="org:colonial_office">Colonial Office</orgName> on leave (i.e. with

draw Salary in <placeName ref="plc:british_columbia">B. Columbia</placeName>. This will be at the rate of 300£
per ann instead of the rate £400.
</p>
<p>
On <persName ref="prs:jadis_v">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Jadis</persName>' retirement a place will be vacant in the
