Seymour forwards No 17. An Ordinance to declare the application of the existing laws of Customs and the Attorney General's report. Holland’s minute summarizes ordinance 17, describes the ordinance’s effect on British Columbia, and recommends sanctioning the ordinance. Rogers minutes concerns about expressing regret over the time limited ordinance 17 has been in effect.

I have the honor to forward an authenticated and two plain copies of an Ordinance of the late Session of the Legislature of this Colony entitled;No 17. No 17. An Ordinance to declare the application of the existing laws of Customs. The Attorney General's report which I enclose will be found sufficiently explanatory.

Sir F. Rogers Customs Declaration Ordinance. This Orde extends the B. Columbia Customs Laws to goods imported from V. Island, which have not paid Customs Duties. By sec. 5 the collection of such duties was only allowed to the 30 March last.

The practical effect of the Ordinance is to legalize the collection of such duties which have been made in New Westminster. Express regret that the time has been limited. Sanction.

At once. I shdshould be disinclined to express regret. The Law is a very anomalous one, and even under the circumstances under whwhich it was passed, I shdshould doubt the wisdom of increasing any force it may have as a precedent. FR
