<persName ref="prs:seymour_f">Seymour</persName> asks <persName ref="prs:grenville_r">Buckingham</persName> for instructions on how to respond to the US purchase of <placeName ref="plc:alaska">Alaska</placeName> from Russia. <persName ref="prs:seymour_f">Seymour</persName> states that, until instructed otherwise, he will observe <q>the Convention between Great Britain and Russia, signed at St Petersburgh <date when="1825-02-28">February 28/16 1825</date>, as in force, but with … the United States … as one of the High Contracting Parties.</q> <persName ref="prs:rogers_f">Rogers</persName>’s minute agrees with <persName ref="prs:cox_c">Cox</persName> that Herbletes <q>Treaty shd be recast.</q> <persName ref="prs:grenville_r">Buckingham</persName>’s minute confirms <persName ref="prs:cox_c">Cox</persName>’s suggestion to send the despatch to the <orgName ref="org:foreign_office">Foreign Office</orgName>.

Your Grace has as yet given me no instructions in regard to
the conduct I am to pursue in consequence of the alteration in the
situation of the Colony,<fw type="catchword" style="text-align: right;">caused</fw><pb facs="co_60_29/co_60_29_00227v.jpg"/> caused by the Session of Russian
America to the United States.
</p>
<p>
2. Your Grace cannot fail to observe from other despatches
transmitted today that the subject is one which I cannot well
avoid. I believe I may consider the Convention between Great
Britain and Russia, signed at S<hi style="vertical-align: super; font-size: 80%;">t</hi> Petersburgh <date when="1825-02-28">February 28/16
1825</date>, as in force, but with<fw type="catchword" style="text-align: right;">the</fw><pb facs="co_60_29/co_60_29_00228r.jpg"/> the simple substitution of the United
States for Russia as one of the High Contracting Parties.
</p>
<p>
3. This is the course I shall pursue until otherwise directed.
