An Ordinance to appropriate the sum of five hundred and sixty six thousand six hundred and fifty eight dollars and thirty cents out of the General Revenue of the Colony for the contingent Service of the year <date when="1867">1867</date></q> and reports from the <q>Attorney General</q> and <q>Auditor.</q> Minutes by <persName ref="prs:cox_c">Cox</persName> and <persName ref="prs:rogers_f">Rogers</persName> discuss the finances of <placeName ref="plc:british_columbia">British Columbia</placeName>, which <persName ref="prs:seymour_f">Seymour</persName>’s forwarded ordinance describes. <persName ref="prs:rogers_f">Rogers</persName> further minutes that the despatch should be retained at the <orgName ref="org:colonial_office">Colonial Office</orgName> for the time being.

I have the honor to forward an authenticated and two plain
copies of an Ordinance of the recent Session of the Legislature
of this Colony, entitled;<fw type="catchword" style="text-align: right;">No. 13.</fw><pb facs="co_60_29/co_60_29_00251v.jpg"/>

No. 13. An Ordinance to appropriate the
sum of five hundred and sixty six thousand six hundred and fifty
eight dollars and thirty cents out of the General Revenue of the
Colony for the contingent Service of the year <date when="1867">1867</date>.

2. The amount herein voted is considerably less than has
hitherto been supplied for the Mainland Colony alone.

<persName ref="prs:seymour_f">Governor Seymour</persName> here sends home his Estimates &amp; Appropriation
Ordinance for <date when="1867">1867</date>—the latter having passed as far back as <date when="1867-03">March
last</date>. The <date when="1867-12-03">3 Dec</date> is rather late to receive the Estimates for the
year, &amp; tho' the union of the two Colonies at so late a period
of last year no doubt prevented an earlier passing of the Estimates,
it need not have been necessary that it should take<pb facs="co_60_29/co_60_29_00253r.jpg"/> so many months
to send them home when passed—especially with the very meagre
information supplied.
</ab>
<p>
It appears that the Estimated Revenue for <date when="1867">1867</date> is $675,350,
against $592,459 the revenue of <date when="1865">1865</date>—it further appears that the
estimated Expenditure for <date when="1867">1867</date> is $701,710—against $1,096,036 for
the two Colonies in <date when="1865">1865</date>.
</p>
<p>
The Auditor Generals mem<hi style="vertical-align: super; font-size: 80%;">o</hi> shews in what respects the Estimate
of Expenditure differs from previous Expenditure.
</p>
<p>
I see nothing calling for special observation in the Items—&amp; it is
now rather<pb facs="co_60_29/co_60_29_00253v.jpg"/> late to deal with them.
</p>
<p>
But I believe the Finances of <placeName ref="plc:british_columbia">B. Columbia</placeName> are under consideration.

There can be no doubt—considering the state of the Finances of <placeName ref="plc:british_columbia">B.C.</placeName> that
this statement <choice><abbr>sh<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>should</expan></choice> have reached England long ago. Now, I think,
that having been delayed <date from="1867-03" to="1867-09">from March to September</date>, the <choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">r</hi></abbr><expan>Governor</expan></choice> ought to
have accompanied [it] by a Statement informing the Secretary of State
how far the estimate has been borne out by the experience of the
2 or 3 first quarters of the year.

shewing a difference of 477,217 dollars and this, as I understand
does not shew the full reduction of expenditures, because the
estimates of <date when="1867">1867</date> include $170,000 in repayment of Temporary Loans,
while nothing of the kind is included in the expenditure of <date when="1865">1865</date>.
</p>
<p>
The great reduction is of course in public works—where
the difference of the two Estimates is about $300,000.
</p>
<p>
This of course will have to go to Treasury eventually. But
the information which it gives should first be embodied in the
statement <choice><abbr>w<hi style="vertical-align: super; font-size: 80%;">h</hi></abbr><expan>which</expan></choice> is now being prepared respecting <placeName ref="plc:british_columbia">B.C.</placeName> finance.
I <choice><abbr>w<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>would</expan></choice> therefore request that it may be retained for this purpose.
