With reference to my Confidential despatch of the <date when="1867-09-25">25<hi style="vertical-align: super; font-size: 80%;">th</hi>
of September</date>, I have the honor to forward copies of further
letters which have passed between <persName ref="prs:scott_col">Colonel<fw type="catchword" style="text-align: right;">Scott</fw><pb facs="co_60_29/co_60_29_00430v.jpg"/> Scott</persName> and <persName ref="prs:hoyt_js">Major Hoyt</persName>
of the American Army, on the one side and myself on the other.
</p>
<p>
2. In replying to <persName ref="prs:scott_col">Colonel Scott</persName> I have given my idea as to
the manner in which the United States should <name type="ip" subtype="group">deal with the
Indians in their newly purchased Territory of Alaska</name>. I believe
that <persName ref="prs:scott_col">Colonel Scott</persName> has the very best intentions but<fw type="catchword" style="text-align: right;">the</fw><pb facs="co_60_29/co_60_29_00431r.jpg"/> <name type="ip" subtype="group">the management
of Native Races cannot be acquired by instruction</name> or precept. A
long training will generally be required.
</p>
<p>
3. To <persName ref="prs:hoyt_js">Major Hoyt</persName> I have stated that, subject to Your Grace's
permission I will permit Cattle imported from <placeName ref="plc:puget_sound">Puget Sound</placeName>, for
the use of the United States' Garrisons in Alaska, to be imported
into <placeName ref="plc:british_columbia">British Columbia</placeName> duty free, a<fw type="catchword" style="text-align: right;">certificate</fw><pb facs="co_60_29/co_60_29_00431v.jpg"/> certificate being given that
a like number will be exported.
</p>
<p>
4. It seems to me that this privilege may very fairly be
considered. Were it not, the steamers chartered by the United
States would go direct to <placeName ref="plc:puget_sound">Puget's Sound</placeName> for their Cattle and thus
inflict an injury on <placeName ref="plc:victoria">Victoria</placeName> and its neighbourhood.
</p>
<p>
5. I have the pleasure of adding that the most<fw type="catchword" style="text-align: right;">friendly</fw><pb facs="co_60_29/co_60_29_00432r.jpg"/> friendly and
intimate relations exist between the American authorities on this
Coast and myself.

<p>I hear that you are about to leave <placeName ref="plc:victoria">Victoria</placeName> and I at once answer your official letter, although possibly it might have been more satisfactory to talk over its contents once more. </p>
<p>As regards the treatment of <name type="ip" subtype="group">the Indians</name> I do not think you will have much trouble. I have <fw type="catchword" style="text-align: right;">always</fw><pb facs="co_60_29/co_60_29_00437v.jpg"/>always treated them as, to a certain extent, an inferior race to ourselves, but with strict justice. I enclose letters of introduction to the Police Magistrate at <placeName ref="plc:nanaimo">Nanaimo</placeName> and <persName ref="prs:duncan_w">M<hi style="vertical-align: super; font-size: 80%;">r</hi>. Duncan</persName>, the Magistrate at <placeName ref="plc:metlakatla">Metlakahtla</placeName>. You will find <persName ref="prs:duncan_w">M<hi style="vertical-align: super; font-size: 80%;">r</hi>. Duncan</persName> more conversant with <name type="ip" subtype="group">the Indian character</name><!-- LILS 2019-07-11 This isn't really a group. --> than almost anyone in <placeName ref="plc:british_columbia">British Columbia</placeName>. If you stop at <placeName ref="plc:lax_kwalaams">Fort Simpson</placeName> you can gain much practiced information from the representative of the Hudson Bay Company.</p>
<p>I have found that <name type="ip" subtype="group">the Indians</name> have a strong idea of <fw type="catchword" style="text-align: right;">justice</fw><pb facs="co_60_29/co_60_29_00438r.jpg"/>justice and know when they are in the wrong. At the same time if not satisfied in their minds that the punishment inflicted on them is deserved they will long cherish a desire for retaliation and <unclear cert="high">vengeance</unclear>.</p><lb/>
<p>Wishing that I could give you more information.</p>
