On behalf of Stanley, Hammond asks for the despatches discussed in the enclosure the Colonial Office forwarded to the Foreign Office before Stanley can make any observations on the impact of the United States gaining control of the Russian possessions in North America. Cox’s minute describes the despatches Hammond asks for in the correspondence. Rogers’s minute instructs Cox on how to respond to the foreign office. Rogers’s later minute comments on Seymour’s despatches and their relevance for suggesting Victoria as a capital. Minutes by Buckingham and Cox discuss Verney and Verney’s relevance to British Columbia. Included documents discuss the impact of the United States controlling Russia’s North American territories on British Columbia and the location of British Columbia’s capital.

I have laid before Lord Stanley Your letter of the 9th Instant, enclosing for His Lordship's consideration, a copy of a despatch from the Governor of British Columbia, in which he requests instructions in regard to matters which are affected by the cession of the Russian possessions in North America to the United States; & I am directed by Lord Stanley to state to you for the information of His Grace the Duke of Buckinghamthat that His Lordship does not feel able to make any observations on this question generally, without being in possession of the despatch from the Governor of British Columbia, to which allusion is made in the enclosure of your letter.

Sir F. Rogers If you will turn to Gov. Seymour's despatch 10907 you will see he says "cannot fail to observe from other despatches transmitted today on this subject"—these are the despatches now asked for. The only other despatch on the subject is 10908 which was sent to the F.O. on the 20th & probably was not before them when this present letter was written. I do not think that 10836 & 10906 on Confederation touch the matter—therefore the only information we have to give so far is of Gov. Seymour's private letter to Mr. Elliot—a copy of which you will see His Grace has ordered to go to F.O. CC 26 Nov.
So inform F.O. in that Gov Seymour must refer to the confl dpt of 25 Sept sent them in my letter of——and to the extract from a private letter dated also 25 Sept & sent to F.O. in a separate letter. At once. FR 26/11
