 On behalf of <persName ref="prs:stanley">Stanley</persName>, <persName ref="prs:hammond">Hammond</persName> asks for the despatches discussed in the enclosure the <orgName ref="org:colonial_office">Colonial Office</orgName> forwarded to the <orgName ref="org:foreign_office">Foreign Office</orgName> before <persName ref="prs:stanley">Stanley</persName> can <q>make any observations on</q> the impact of the United States gaining control <q>of the Russian possessions in North America.</q> <persName ref="prs:cox_c">Cox</persName>’s minute describes the despatches <persName ref="prs:hammond">Hammond</persName> asks for in the correspondence. <persName ref="prs:rogers_f">Rogers</persName>’s minute instructs <persName ref="prs:cox_c">Cox</persName> on how to respond to the foreign office. <persName ref="prs:rogers_f">Rogers</persName>’s later minute comments on <persName ref="prs:seymour_f">Seymour</persName>’s despatches and their relevance for suggesting <q><placeName ref="plc:victoria">Victoria</placeName> as a capital.</q> Minutes by <persName ref="prs:grenville_r">Buckingham</persName> and <persName ref="prs:cox_c">Cox</persName> discuss <persName ref="prs:verney_eh">Verney</persName> and <persName ref="prs:verney_eh">Verney</persName>’s relevance to <placeName ref="plc:british_columbia">British Columbia</placeName>. I have laid before <persName ref="prs:stanley">Lord Stanley</persName> Your letter of the <date when="1867-10-09">9<hi style="vertical-align: super; font-size: 80%;">th</hi>
Instant</date>, enclosing for His Lordship's consideration, a copy of
a despatch from the Governor of <placeName ref="plc:british_columbia">British Columbia</placeName>, in which he
requests instructions in regard to matters which are affected
by the cession of the Russian possessions in North America to
the United States; &amp; I am directed by <persName ref="prs:stanley">Lord Stanley</persName> to state to
you for the information of His Grace the <persName ref="prs:grenville_r">Duke of Buckingham</persName><fw type="catchword" style="text-align: right;">that</fw><pb facs="co_60_30/co_60_30_00169v.jpg"/>
that His Lordship does not feel able to make any observations
on this question generally, without being in possession
of the despatch from the Governor of <placeName ref="plc:british_columbia">British Columbia</placeName>, to
which allusion is made in the enclosure of your letter.

If you will turn to <persName ref="prs:seymour_f">Gov. Seymour</persName>'s despatch 10907 you will see
he says "cannot fail to observe from other despatches transmitted
today on this subject"—these are the despatches now asked for.
The only other despatch on the subject is 10908 which<pb facs="co_60_30/co_60_30_00170r.jpg"/> was sent
to the <orgName ref="org:foreign_office">F.O.</orgName> on the <date when="1867-11-20">20<hi style="vertical-align: super; font-size: 80%;">th</hi></date> &amp; probably was not before them when
this present letter was written. I do not think that 10836 &amp;
10906 on Confederation touch the matter—therefore the only
information we have to give so far is of <persName ref="prs:seymour_f">Gov. Seymour</persName>'s private
letter to <persName ref="prs:elliot_tf">Mr. Elliot</persName>—a copy of which you will see His Grace has
ordered to go to <orgName ref="org:foreign_office">F.O.</orgName>
