<persName ref="prs:hammond">Hammond</persName> discusses how <persName ref="prs:stanley">Stanley</persName> wants to respond to the US acquiring Russia’s North American territory in regards to fort establishments, supply transportation, providing advice <q>respecting the control over the Indians,</q> and arranging <q>the River Limit.</q> <persName ref="prs:hammond">Hammond</persName> notes that <persName ref="prs:stanley">Stanley</persName> intends to further inquire as to how much the US is <q>bound by the Treaty between Great Britain and Russia of <date when="1825">1825</date>.</q> <persName ref="prs:robinson_w">Robinson</persName>’s minute summarizes <persName ref="prs:hammond">Hammond</persName>’s document and suggests how to contact <persName ref="prs:seymour_f">Seymour</persName>. <persName ref="prs:adderley_cb">Adderley</persName>’s minute suggests that <persName ref="prs:seymour_f">Seymour</persName> can <q>be trusted for details</q> on duties on the US sending supplies and military personnel through <placeName ref="plc:british_columbia">British Columbia</placeName>.

I have laid before <persName ref="prs:stanley">Lord Stanley</persName> your letters of the <date when="1867-11-19">19<hi style="vertical-align: super; font-size: 80%;">th</hi></date>
and <date when="1867-11-03">20<hi style="vertical-align: super; font-size: 80%;">th</hi> of November</date> and of the <date when="1867-11-03">3<hi style="vertical-align: super; font-size: 80%;">rd</hi> Instant</date> asking for His
Lordship's opinion as to the instructions that should be sent to
the Governor of <placeName ref="plc:vancouver_island">Vancouver's Island</placeName> on certain points connected with
the cession of Russian America to the United States, and I am
directed by His Lordship to<fw type="catchword" style="text-align: right;">state</fw><pb facs="co_60_30/co_60_30_00184v.jpg"/> state to you in reply, for the information
of His Grace the <persName ref="prs:grenville_r">Duke of Buckingham and Chandos</persName>, that he does not
see on what ground Great Britain could object to the establishment
of an American military post opposite <placeName ref="plc:lax_kwalaams">Fort Simpson</placeName>.
</p>
<p>
With regard to the facilities respecting cattle requested
by The United States Officers, <persName ref="prs:stanley">Lord Stanley</persName> considers that they
should in common courtesy be granted, independently of their
being beneficial to the Colony. His<fw type="catchword" style="text-align: right;">Lordship</fw><pb facs="co_60_30/co_60_30_00185r.jpg"/> Lordship also thinks that
the Governor should give his advice, if asked for, to <name type="ip" subtype="group">the American
Authorities respecting the control over the Indians</name>, and that if
he could arrange the river limit it might be desirable to do so,
that is to say if the possession of one or more Rocky Islets is likely
to be of importance.
</p>
<p>
<persName ref="prs:stanley">Lord Stanley</persName> will consult the Queen's Advocate as to how far
under International Law, the United<fw type="catchword" style="text-align: right;">States</fw><pb facs="co_60_30/co_60_30_00185v.jpg"/> States are now bound by the
Treaty between Great Britain and Russia of 1825.

controlling the Indians</name> &amp;c within the new American territory.

<p>
Embody the substance of this letter in a Conf<hi style="vertical-align: super; font-size: 80%;">l</hi> despatch
to <persName ref="prs:seymour_f"><choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">r</hi></abbr><expan>Governor</expan></choice> Seymour</persName> adding that he may expect a further communication
as to the Treaty of <date when="1825">1825</date>.
