 Regarding supplies requisitioned in <date when="1865">1865</date> and stored at lighthouses on <placeName ref="plc:vancouver_island">Vancouver Island</placeName>, on behalf of the <orgName ref="org:board_trade">Board of Trade</orgName>, <persName ref="prs:farrer_th">Farrer</persName> asks for payment for these supplies <q>before the end of the financial year</q> and suggests a method to insure this deadline is met. <persName ref="prs:blackwood_aj">Blackwood</persName> minutes the options available to repay this debt given the time constraint. <persName ref="prs:carnarvon">Carnarvon</persName> minutes his approval of having the <q><orgName ref="org:ocac">Crown Agents</orgName></q> pay this debt directly and then prohibiting any agents taking actions for <placeName ref="plc:vancouver_island">Vancouver Island</placeName> requiring funds <q>from the Colonial Government.</q> Included documents describe the <orgName ref="org:colonial_office">Colonial Office</orgName> staff contacting the <orgName ref="org:board_trade">Board of Trade</orgName> and <q><orgName ref="org:ocac">Crown Agents</orgName></q> regarding payment for supplies for lighthouses on <placeName ref="plc:vancouver_island">Vancouver Island</placeName>.

I am directed by the <orgName ref="org:board_trade">Board of Trade</orgName> to acknowledge your letter
of the <date when="1867-02-04">4<hi style="vertical-align: super; font-size: 80%;">th</hi> Instant</date>, stating that the Governor of <placeName ref="plc:british_columbia">British Columbia</placeName>,
has been requested to cause repayment to be made of the sum of
£212.16.10, incurred by the <orgName ref="org:board_trade">Board of Trade</orgName> for the supply of Stores
for the Lighthouses in <placeName ref="plc:vancouver_island">Vancouvers Island</placeName>.
</p>
<p>
The <orgName ref="org:board_trade">Board of Trade</orgName> direct me to observe that these stores
were supplied on the requisitions to the<fw type="catchword" style="text-align: right;">Crown</fw><pb facs="co_60_31/co_60_31_00005r.jpg"/> <orgName ref="org:ocac">Crown Agents</orgName> of the
Colonies accompanying your letters of the <date when="1865-07-15">15<hi style="vertical-align: super; font-size: 80%;">th</hi> July 1865</date> and
<date when="1866-06-12">12<hi style="vertical-align: super; font-size: 80%;">th</hi> June last</date>, and that the expenses incurred have been advanced
out of the vote for Lighthouses abroad.
</p>
<p>
It is very desirable that the amount advanced, should be repaid
to the vote before the end of the financial year, and I am
therefore to suggest that the <orgName ref="org:ocac">Crown Agents</orgName> for the Colonies may
be instructed to pay the sum advanced (£212.16.10) as has hitherto
been done in former cases, for expenses incurred for
the Lighthouses in <placeName ref="plc:vancouver_island">Vancouvers Island</placeName>.

The financial year ends, as you know, on the <date when="1867-03-31">31 March next</date>. It
is clear that the funds for paying this claim cannot be procured from
<placeName ref="plc:vancouver_island">V. Couver Island</placeName> by that time. It is also certain that the Crown
Agents have no money in hand belonging to <placeName ref="plc:vancouver_island">V.C.I.</placeName> out of which this
claim can be satisfied. We must, in this case, either instruct the
Agents to pay the debt out of other monies, or apply to <orgName ref="org:treasury">the Treasury</orgName>.
I think the first alternative is the preferable one.
