<persName ref="prs:hunt_gw">Hunt</persName> describes the financial recommendations the Lords Commissioners of the treasury recommend because <placeName ref="plc:british_columbia">British Columbia</placeName> does not have a <q>Treasury Chest</q> and <placeName ref="plc:british_columbia">British Columbia</placeName> is failing to repay the money it owes to institutions such as the <orgName ref="org:ocac">Crown Agents</orgName>. <persName ref="prs:elliot_tf">Elliot</persName> minutes that <q><placeName ref="plc:british_columbia">British Columbia</placeName>’s neglect of its public obligations is … very serious</q> and that both <persName ref="prs:grenville_r">Buckingham</persName> and <persName ref="prs:carnarvon">Carnarvon</persName> had adopted the same <q>view</q> on dealing with this neglect.

<p>
The <orgName ref="org:treasury">Lords Commissoners of Her Majesty's Treasury</orgName> have had
before Them your letter of <date when="1867-02-14">14<hi style="vertical-align: super; font-size: 80%;">th</hi> February last</date> inclosing
correspondence on the subject of the refusal of the Bank of
<placeName ref="plc:british_columbia">British Columbia</placeName> to discount a Bill which the Acting Governor
proposed should be drawn by the <orgName ref="org:ocac">Crown Agents</orgName> on the Government
of that Colony for the Interest and Sinking Fund due on the
Loans to <date when="1866-12-31">31<hi style="vertical-align: super; font-size: 80%;">st</hi> December last</date>, and requesting to be informed
whether Their Lordships can suggest any particular method of
remittance as most fitting for placing the requisite funds in the
hands<pb facs="co_60_31/co_60_31_00054v.jpg"/> of the <orgName ref="org:ocac">Crown Agents</orgName> at each half yearly period.
</p>
<p>
My Lords request that you will inform the <persName ref="prs:grenville_r">Duke of Buckingham
and Chandos</persName> that, in the absence of a Treasury Chest in <placeName ref="plc:british_columbia">British
Columbia</placeName>, My Lords consider that Bank Bills of short date should
be purchased in the Colony and sent to the <orgName ref="org:ocac">Crown Agents</orgName> early
enough to mature before the payments of interest and sinking
fund fall due in <placeName ref="plc:london">London</placeName>.
</p>
<p>
The Governor should be directed to consider liabilities in
respect of loans to stand in the position of primary charges on the
Revenue, even before the Salaries of Public Officers; and to
purchase<pb facs="co_60_31/co_60_31_00055r.jpg"/> at least three months in advance, good Bank Bills, and to
send them forthwith to the <orgName ref="org:ocac">Crown Agents</orgName>.
</p>
<p>
My Lords desire me to express Their regret that their reply
has been so long delayed; which has resulted entirely from an
accidental oversight.
