Barfield inquires if Seymour has sent a reply to Barfield’s employers’ request for Settlement of Koskeemo or if there is any relative information regarding settling Vancouver Island. Elliot’s and Jadis’s minutes discuss how long correspondence takes between England and British Columbia. Elliot further minutes instructions to inform Barfield that 4 Months are required for a despatch to be acknowledged, and further time…of course [is] necessary to inquire into any case upon which information is required.

Referring to my letter of the 7th December last to the Earl of Carnarvon, may I request the favor of being informed whether any reply to his Lordship's Despatch to the Governor of Vancouver Island on the subject of my communication has yet been received, and when it will be in your Grace's power to afford me some information on behalf of the parties interested in the Settlement of Koskeemo?

If (as I suppose) his expectation is unreasonable we had better give him the means of knowing that it is so.

Acknowledge and say that no answer has been received to his letter and that it is too soon to expect one. 4 Months are required for a despatch to be acknowledged, and further time must of course be necessary to inquire into any case upon which information is required. TFE 3 April
Elliot to Barfield, 6 April 1867, advising that no answer had been received from the colony, and that a minimum of four months was usually required to receive an acknowledgement of a despatch.
