<persName ref="prs:chamberlyne_ws">Chamberlyne</persName> transmits a letter from <persName ref="prs:allman_lg">Allman</persName>, <q>requesting a grant of Land in <placeName ref="plc:vancouver_island">Van Couver's Island</placeName> for the purpose of becoming a settler on retirement from the Service</q> and describes <persName ref="prs:allman_lg">Allman</persName>’s experience and qualities. <persName ref="prs:cox_c">Cox</persName>’s minute recommends reading <persName ref="prs:ebden">Ebden</persName>’s attached minute, and <persName ref="prs:rogers_f">Rogers</persName>’s minute confirms that the despatch should be sent to <q>L &amp; E Comrs. L[ithographed] F[orm].</q> <persName ref="prs:ebden">Ebden</persName> minutes the reason why the despatch was not forwarded earlier to the <placeName ref="plc:british_columbia">British Columbia</placeName> section of the <orgName ref="org:colonial_office">Colonial Office</orgName>.

<p>
I have the honor to transmit for your favorable consideration
the enclosed Letter from <persName ref="prs:allman_lg">Lieut Allman</persName> of the Regiment under my
command requesting a grant of Land in <placeName ref="plc:vancouver_island">Van Couver's Island</placeName> for the
purpose of becoming a settler on retirement from the Service.
</p>
<p>
<persName ref="prs:allman_lg">Lieut Allman</persName> has served 10 years in the Army and has forwarded
his application for permission to sell his Commission to the Military
Secretary, Horse Guards.
</p>
<p>
<persName ref="prs:allman_lg">Lieut Allman</persName> is not leaving the Service for anything affecting
his character as an officer or a gentleman.
</p>

The delay in bringing this letter forward has occurred thus.
</ab>
<p>
It was received in the Jamaican tray with an imperfectly erased
minute on it in the hand of the Colonial Secretary.
</p>
<p>
It was supposed that it had been sent under cover to the
Governor according to regulation—that it had been accidentally
forwarded without a covering despatch but that one <choice><abbr>w<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>would</expan></choice> follow.
</p>
<p>
It was accordingly kept till the expected despatch <choice><abbr>sh<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>should</expan></choice> arrive
but the circumstances were communicated to the Colonial Sec<hi style="vertical-align: super; font-size: 80%;">y's</hi>
office.
</p>
<p>
By the answer <choice><abbr>rec<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>received</expan></choice> from the Colonial Secretarys office by the
last mail, it appears that <persName ref="prs:chamberlyne_ws">Colonel C</persName>'s letter was not originally sent
through the Governor, that it had been opened in <placeName ref="plc:jamaica">Jamaica</placeName>
inadvertently and afterwards sent on in the bag.
</p>
<p>
It is therefore now brought forward.
</p>
