<persName ref="prs:sproat_gm">Sproat</persName> clarifies details mentioned in a despatch from <persName ref="prs:fraser_d">Fraser</persName> related to the <name ref="vsl:malacca" type="vessel">Malacca</name> supposedly passing <q>one night aground</q> and describes the <q>approach to the <placeName ref="plc:fraser_river">Fraser River</placeName> [as] dangerous.</q> <persName ref="prs:sproat_gm">Sproat</persName> discusses why the <orgName ref="org:colonial_office">Colonial Office</orgName> would be permitted to share <persName ref="prs:seymour_f">Seymour</persName>’s report on the proposed capital of <placeName ref="plc:british_columbia">British Columbia</placeName>. <persName ref="prs:cox_c">Cox</persName>’s minute relates that <persName ref="prs:sproat_gm">Sproat</persName>’s concluding statements are in reference to <persName ref="prs:fraser_d">Fraser</persName>’s letter asking for permission to view <persName ref="prs:seymour_f">Seymour</persName>’s report prior to the <orgName ref="org:colonial_office">Colonial Office</orgName>’s decision on <placeName ref="plc:british_columbia">British Columbia</placeName> capital and suggests what action to take with the despatch. The included document is a newspaper article related to the <name ref="vsl:malacca" type="vessel">Malacca</name> and its grounding.

On behalf of the Memorialists who have addressed your Grace on
the subject of a selection of a Capital for <placeName ref="plc:british_columbia">British Columbia</placeName> for whom
<persName ref="prs:fraser_d">M<hi style="vertical-align: super; font-size: 80%;">r</hi> D. Fraser</persName> of 33 St James Square and I act as honorary
Secretaries, I am asked to refer to a paragraph in <persName ref="prs:fraser_d">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Fraser</persName>s
letter to your Grace dated the <date when="1867-08-09">9<hi style="vertical-align: super; font-size: 80%;">th</hi> August</date>, as that Gentleman is at
present absent from <placeName ref="plc:london">London</placeName>.
</p>
<p>
In the paragraph referred to it is stated that Her Majestys Ship
"<name ref="vsl:malacca" type="vessel">Malacca</name>" remained for one night aground.
</p>
<p>
I beg to mention that an account of the accident, published in
the Colony, and received since <persName ref="prs:fraser_d">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Fraser</persName>'s letter was written
varies from the statement in his letter to this extent, namely, that
the "<name ref="vsl:malacca" type="vessel">Malacca</name>" passed a night
<hi style="text-decoration: underline;">at anchor</hi>, instead of aground, as appears from the enclosed
slip cut from a <placeName ref="plc:victoria">Victoria</placeName> Newspaper.
</p>
<p>
However the ship may have passed the night,<fw type="catchword" style="text-align: right;">whether</fw><pb facs="co_60_31/co_60_31_00339r.jpg"/> whether aground
where she stranded, or at anchor in deep water, the inference which
was drawn from the accident was just and correct.
</p>
<p>
Either position of the ship would justify the same
inference—viz, that the approach to <placeName ref="plc:fraser_river">Fraser River</placeName> is dangerous to
such vessels, but, nevertheless it is considered proper in candour to
acquaint your Grace with this discrepancy of detail, slight though it
be.
</p>
<p>
When the Admiral on the Station reports to the <orgName ref="org:admiralty">Admiralty</orgName>, the
exact fact will of course be known.
</p>
<p>
I beg to acknowledge receipt of <persName ref="prs:elliot_tf">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Elliot</persName>s letter to <persName ref="prs:fraser_d">M<hi style="vertical-align: super; font-size: 80%;">r</hi>
Fraser</persName> of the <date when="1867-08-21">21<hi style="vertical-align: super; font-size: 80%;">st</hi> August</date> in reply to <persName ref="prs:fraser_d">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Fraser</persName>s letter of the
<date when="1867-08-16">16<hi style="vertical-align: super; font-size: 80%;">th</hi> August</date>.
</p>
<p>
I am aware of the practise alluded to in <persName ref="prs:elliot_tf">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Elliot</persName>s letter in
ordinary cases; but the choosing of a site for the Capital of <placeName ref="plc:british_columbia">British
Columbia</placeName> has been so very publicly discussed in the Colony and in
England, and excites so earnest an interest in persons in this
Country connected with the Colony; and is, besides, fraught with such
grave consequences, that the Gentlemen, who have been moving in this
matter—many of whom are thoroughly conversant with the subject—deem
it important that the Secretary of State should be made aware of
their anxiety, and of their readiness to furnish information with
respect to the question.

<p>
They specially mention this, remembering<fw type="catchword" style="text-align: right;">that</fw><pb facs="co_60_31/co_60_31_00340r.jpg"/> that your Grace's
predecessor in Office, The <persName ref="prs:newcastle">Duke of Newcastle</persName>, informed several of the
present Memorialists who composed a deputation which waited upon the
Secretary for the Colonies in reference to questions connected with
the Union of <placeName ref="plc:vancouver_island">Vancouver Island</placeName> and <placeName ref="plc:british_columbia">British Columbia</placeName> that they came too
late, and that if persons in England really interested in the Colony
were themselves apathetic or dilatory, the <orgName ref="org:colonial_office">Colonial Office</orgName> could not
be blamed for acting on the information that was before them, even
though such information might be partial and imperfect.

I recently forwarded on to you all the papers relating to the <placeName ref="plc:british_columbia">B.
Columbia</placeName> Seat of <choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">t</hi></abbr><expan>Government</expan></choice>. Whether the <name ref="vsl:malacca" type="vessel">Malacca</name> was aground or at
 anchor for a night does not<pb facs="co_60_31/co_60_31_00341r.jpg"/> signify as far as the main question is
concerned—tho' it does as to the correctness of <persName ref="prs:fraser_d">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Fraser</persName>'s
statement.

As regards the concluding Section of this letter what was asked
for<pb facs="co_60_31/co_60_31_00340v.jpg"/> was a copy or perusal of the Governor's report on the Seat of
<choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">t</hi></abbr><expan>Government</expan></choice> when <choice><abbr>rec<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>received</expan></choice>—&amp; before it was acted on by the <choice><abbr>Se<choice><abbr>c<hi style="vertical-align: super; font-size: 80%;">y</hi></abbr><expan>company</expan></choice></abbr><expan>Secretary</expan></choice> of
State.
</p>
<p>
Ack: receipt, &amp; if as I have already suggested copy of all
correspondence shall be sent to the <choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">r</hi></abbr><expan>Governor</expan></choice> add a copy of this.
