Buckingham informs Seymour that the paymaster general approved British Columbia’s bill drawn to provide pay for Royal Marines stationed on San Juan Island. Buckingham also states that this bill was not reported to the Colonial Office, as is required with standing instructions.

I have the honor to inform you that the Paymaster General was authorised in July last to pay a Bill for £1,500, which had been left at his Office, drawn by the Governor and Treasurer of Vancouver Island for pay etc of the Royal Marines stationedon on San Juan Island.

In the expectation of hearing from you on the subject I did not communicate with you at the time, but I now have to point out to you that this Bill has not been reported to this Department in accordance with standing instructions.
