<persName ref="prs:seymour_f">Seymour</persName> forwards a report from Young regarding imperial charges applied against <placeName ref="plc:british_columbia">British Columbia</placeName> for the Royal Engineers. <persName ref="prs:seymour_f">Seymour</persName> discusses the improvements the Royal Engineers made in <placeName ref="plc:british_columbia">British Columbia</placeName> during the period the Royal Engineers were stationed in the colony. <persName ref="prs:cox_c">Cox</persName>’s minute suggests forwarding Young’s report to the treasury. <persName ref="prs:rogers_f">Rogers</persName>’s minute discusses how much <orgName ref="org:treasury">the Treasury</orgName> was willing to pay for the Royal Engineers and reports that <persName ref="prs:seymour_f">Seymour</persName>’s despatch indicates the Royal Engineers did not make improvements for <placeName ref="plc:british_columbia">British Columbia</placeName>. <persName ref="prs:adderley_cb">Adderley</persName>’s minute discusses why <persName ref="prs:seymour_f">Seymour</persName> and <placeName ref="plc:british_columbia">British Columbia</placeName> are still responsible for the expenses of the Royal Engineers. <persName ref="prs:grenville_r">Buckingham</persName> minutes that <persName ref="prs:seymour_f">Seymour</persName>’s despatch should be considered in the general discussion of <placeName ref="plc:british_columbia">British Columbia</placeName>’s finances. With reference to the many despatches mentioned in the margin

<ref target="#marg1">*</ref>

respectfully, yet vainly, protesting against the charge made
upon the Colony by the Imperial Treasury<fw type="catchword" style="text-align: right;">for</fw><pb facs="co_60_32/co_60_32_00016v.jpg"/> for payment of certain
expenses incurred by the detachment of Royal Engineers while
stationed here, I now venture to forward a memorandum on the
subject prepared by the Acting Colonial Secretary. <persName ref="prs:young_wag">M<hi style="vertical-align: super; font-size: 80%;">r</hi>
Young</persName>, having served under <persName ref="prs:douglas_j">Sir James Douglas</persName> during the whole
time that the Engineers were in the Colony has been able to
furnish a more detailed account of the several items of the
Account than I had hitherto been able<fw type="catchword" style="text-align: right;">to</fw><pb facs="co_60_32/co_60_32_00017r.jpg"/> to procure. I think he
has made it out that the sum of £10,704.16.7 was charged
against the Colony in error.
</p>
<p>
2. I would add a few remarks to <persName ref="prs:young_wag">M<hi style="vertical-align: super; font-size: 80%;">r</hi>
Young</persName>'s. In the first place. "No. 1. Temporary Barracks at
<placeName ref="plc:esquimalt">Esquimalt</placeName> for Marines." <placeName ref="plc:esquimalt">Esquimalt</placeName> was not, at the time when the
expenditure was made, even within the limits of <placeName ref="plc:british_columbia">British
Columbia</placeName>, nor was it so for many years after. "No. 2.
Temporary Barracks<fw type="catchword" style="text-align: right;">at</fw><pb facs="co_60_32/co_60_32_00017v.jpg"/> at <placeName ref="plc:fort_langley">Langley</placeName> for the Royal Engineers."
Utterly useless to the Colony and have long since disappeared.
"No. 3. Clearing Site for Camp <placeName ref="plc:new_westminster">New Westminster</placeName>." <persName ref="prs:moody_rc">Colonel Moody</persName>
selected a heavily timbered piece of land a mile from the town
for his Camp. He employed civil labour to clear it. The
expenditure has been utterly thrown away, as far as the Colony
is concerned. <placeName ref="plc:new_westminster">New Westminster</placeName> would be in<fw type="catchword" style="text-align: right;">a</fw><pb facs="co_60_32/co_60_32_00018r.jpg"/> a much more
prosperous condition were not the small resources of the
citizens spread over two several town sites a mile apart.
</p>
<p>
As regards No. 4, 5, 6, and 9, <persName ref="prs:young_wag">M<hi style="vertical-align: super; font-size: 80%;">r</hi>
Young</persName> very justly observes that the Colony would not have been
called upon to provide accommodation for its Civil Servants.
The only building that has turned out to be of advantage to the
Colony is the house <persName ref="prs:moody_rc">Colonel Moody</persName> built for himself, but then it
is<fw type="catchword" style="text-align: right;">inconvenient</fw><pb facs="co_60_32/co_60_32_00018v.jpg"/> inconvenient for people in town to have to walk a mile
whenever they wish to see me. Had this House not existed it is
probable that I should have built a larger and more commodious
one in the <placeName ref="plc:new_westminster">City of New Westminster</placeName> out of the £10,000 placed at
my disposal for the purpose and thus it is probable that the
great expenditure incurred in <placeName ref="plc:victoria">Victoria</placeName> in building a Government
House would not have arisen. I think<fw type="catchword" style="text-align: right;">however</fw><pb facs="co_60_32/co_60_32_00019r.jpg"/> however that I made a very
fair proposal in my despatch No. 60 of <date when="1864-10-08">8<hi style="vertical-align: super; font-size: 80%;">th</hi>
Oct. 1864</date>, when I suggested that the outlay incurred on the
present Government House should be received by the Imperial
Treasury in full satisfaction of all claims on the Colony.
</p>
<p>
"No. 7. Houses for Military Stores" are useless. I shall
repair them. They may fall to the ground.
</p>
<p>
"No. 8. Survey Office." This is of<fw type="catchword" style="text-align: right;">some</fw><pb facs="co_60_32/co_60_32_00019v.jpg"/> some use to the Colony,
but is, like all the other Camp buildings, at an inconvenient
distance from the town.
</p>
<p>
"No. 10. Military trail from Camp to <placeName ref="plc:burrard_inlet">Burrard Inlet</placeName>." This is
now impassable and a new road has been opened to the <placeName ref="plc:burrard_inlet">Inlet</placeName> at an
expense of £3,600.
</p>
<p>
"No. 11. <persName ref="prs:palmer">Lieutenant Palmer</persName>'s exploration from <placeName ref="plc:hope">Hope</placeName> to <placeName ref="plc:colville_district">Colville</placeName>
for Military purposes." It will be seen from the correspondence
I enclose that <persName ref="prs:douglas_j">Sir James Douglas</persName><fw type="catchword" style="text-align: right;">disapproved</fw><pb facs="co_60_32/co_60_32_00020r.jpg"/> disapproved of this work being
undertaken.
</p>
<p>
3. I must venture to repeat that the Imperial Treasury has been
far from indulgent to the Colony in this matter.

This £10704.16.7. was paid over by the <orgName ref="org:ocac">Crown Agents</orgName> to the
Treasury in <date when="1865">1865</date>, &amp; was taken into consideration when the
settlement of Accounts took place between the Imperial &amp; local
Treasuries. I do not suppose <orgName ref="org:treasury">the Treasury</orgName> would reopen this
question whether or no the Colony<pb facs="co_60_32/co_60_32_00021v.jpg"/> was properly charged with the
payment of these Items.
</ab>
<p>
I think however a copy might be sent to the T<hi style="vertical-align: super; font-size: 80%;">y</hi>
for consideration with reference to previous correspondence—see
T<hi style="vertical-align: super; font-size: 80%;">y</hi>/11978 &amp; answer.

The Colony was told it must pay for the Engineers. But the
Treasury was asked to pay some 22,000£ half alleged to be for
pay &amp;c—half for "Public Works." <orgName ref="org:treasury">The Treasury</orgName> denied all
responsibility but consented to pay for the pay—refusing
to pay anything for the "Public Works"—<choice><abbr>w<hi style="vertical-align: super; font-size: 80%;">h</hi></abbr><expan>which</expan></choice>
the D of N (not understanding their nature) did not ask the
Treas<hi style="vertical-align: super; font-size: 80%;">y</hi> to pay for. The Colony now have urged &amp; do urge
that what were called public works are in fact Barracks &amp; other
matter for the comfort of the Engineers &amp; their<pb facs="co_60_32/co_60_32_00022r.jpg"/> officer—that
the Engineers were sent out, not at their request, by the Home
<choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">t</hi></abbr><expan>Government</expan></choice> and were of little or no use.
</ab>
<p>
All this however <orgName ref="org:treasury">the Treasury</orgName> has been told already with<hi style="vertical-align: super; font-size: 80%;">t</hi>
effect—&amp; I do not know that there is much use in repeating it.
</p>
<p>
But I suppose the papers <choice><abbr>sh<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>should</expan></choice> , as <persName ref="prs:cox_c">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Cox</persName> proposes, be sent on.

Instead of consulting <orgName ref="org:treasury">the Treasury</orgName> again I should inform the <choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">r</hi></abbr><expan>Governor</expan></choice>
that the Account is based altogether on untenable grounds. The
Engineers were sent "not at their request" perhaps, but
solely for their benefit.
</ab>
<p>
The Barracks at <placeName ref="plc:esquimalt">Esquimalt</placeName> were built before it was within the
Colony—but for the local interests now Colonial.
</p>
<p>
The cost of clearing site <placeName ref="plc:new_westminster">N. Westminster</placeName>, if thrown away, cannot
be charged on taxpayers at home. He argues that all mistakes made by
<choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">t</hi></abbr><expan>Government</expan></choice> in other parts of the Empire are to be charged on the
[histopolitical?]

scape goat. He takes the heart of Empire
as tributary to all its extremities with no circulation back.
</p>
<p>
Only what "turns out well" is to be paid for by the locality
where any expenditure is made.
</p>
